Cane Island Unit 4
The construction team at Cane Island Unit 4 completed another important milestone last Monday when the gas turbine was placed on the tuing gear. In other news, the gas blow, which clears the piping system by feeding natural gas through the line, has been postponed due to weather. Community Breadbasket Ribbon Cutting
Mark McCain and other representatives from FMPA will attend a ribbon-cutting ceremony Friday for the Central Florida Community Breadbasket’s expanded food distribution facility. The new facility was donated by 14 businesses involved in construction of Cane Island Unit 4. Zachry Industrial Inc. led the initiative, which included volunteers and donations from American Waste, Cemex, Crane Rental, FMPA, Kissimmee Utility Authority, Hendrick’s Electrical & Construction, Lin Scott Plumbing, Michael A. Romack Building Contractors, Modspace, Robert’s Mobile Home, Siles & Sons, Southe Waste and United Rental. Osceola County also provided assistance. The Community Breadbasket is a non-profit food bank based near Cane Island Power Park that serves more than 1,200 families each day in a tri-county area.

COMING UP
Compliance Workshop
FMPA will hold a two-day compliance workshop Nov. 15 from 11:45 a.m. to 4 p.m. and Nov. 16 from 8 a.m. to 4 p.m. in the Board room. The workshop is intended for subject-matter experts in planning, protection and facility ratings, as well as compliance staff. Participants will discuss topics including: 1) the difference between transmission planning and transmission operation planning, 2) becoming a transmission service provider, 3) facility ratings and system operating limits, 4) cyber security, 5) changes in PRC standards, and 5) a group discussion on FMPA’s inteal compliance program. The workshop also will be webcast for those who cannot attend in person. Space in the Board room is limited, so contact Frank Gaffney or Cara Gowan today to reserve your seat.
Purchasing Roundtable
FMPA’s annual Purchasing Roundtable is scheduled for Nov. 17 at FMPA’s Orlando office. Participants will discuss work procedures and policies, industry changes and other topics of interest. Contact: Sharon Samuels

FMPA’s Energy Auditors Roundtable will be held Nov. 18 at Kissimmee Utility Authority. The roundtable provides a forum to discuss work procedures and policies, industry changes, equipment and other topics of interest. Contact: Sharon Samuels
Net Metering, Billing and Interconnection Workshop
FMPA will host a workshop Dec. 7 to discuss the All-Requirements Project’s (ARP) net metering, billing and interconnection agreements for small customer-owned renewable generation. The workshop will provide guidance to ARP member cities regarding program policies, and participants will discuss customer-owned renewable generation interconnection contracts. The Florida Solar Energy Center also will present information on solar incentives and installation requirements. There is no cost to attend this workshop. Contact: Mike Siefert

PSC Reduces 2011 Fuel Charges
The Florida Public Service Commission last week reduced fuel cost recovery charges for Tampa Electric Company (TECO), Gulf Power Company (Gulf) and Florida Public Utilities Company (FPUC-Marianna). The Commission voted after considering each utility’s 2011 projected costs for fuel and purchased power, as well as actual costs for 2009 and 2010. Starting in January 2011, total monthly charges for each utility’s residential customer using 1,000 kilowatt hours will be $107.02 for TECO, $122.67 for Gulf and $155.54 for FPUC-Marianna. Progress Energy Florida’s fuel cost recovery hearing is scheduled for Nov. 30, and Florida Power & Light’s fuel cost hearing is scheduled for Dec. 13.
Floridians Named to APPA Customer Connection Committees
Several FMPA members have been tapped to serve as officers for the American Public Power Association’s Customer Connection committees. Fort Pierce Utility Authority’s Customer Services Manager Bill Abramowicz was named vice-chair of the Customer Services Committee. Ocala’s Energy Management Supervisor Jean Henning was named chair of the Energy Services Committee. And Keys Energy Services’ Communications and Marketing Coordinator Julio Barroso was named vice-chair of the Public Communications Committee.
