APPA Asks FERC to Clarify Bulk Electric System Definition

The American Public Power Association (APPA) asked the Federal Energy Regulatory Commission (FERC) to clarify certain aspects of its Nov. 18 final rule regarding the definition of the bulk electric system. APPA has called on the Commission to clarify that: 1) FERC is not making a determination as to whether the bulk power system is broader than the bulk electric system, 2) radial transmission facilities serving only loads with one transmission source may be excluded from the bulk electric system definition and need not go through an exemption process, and 3) FERC is not calling for North American Electric Reliability Corp. (NERC) to subject facilities below 100 kV to an exemption process, like the one applicable to facilities above 100 kV, shifting the burden of evidence from NERC to owners of the lower-voltage facilities.
