ARP Rate Workshop

Finance Meetings
FMPA’s Treasury Department met with representatives from J.P. Morgan Bank last week to continue discussion on a line of credit for the All-Requirements Project. The Treasury Department also met inteally with FMPA’s bond counsel to discuss the line of credit. Contact: Janet Davis
DSM Reporting
Members participating in FMPA’s Demand Side Management program are reminded to submit their monthly report by the fifth of each month. The new reporting procedure, established in November, ensures FMPA and the Florida Municipal Power Pool comply with NERC standards and are aware of activities that could impact the All-Requirement Project’s load profile. The All-Requirements Project’s Business Model Working Group (BMWG) meets Monday at 10 a.m. in the Board room. The BMWG will discuss alteative fixed cost allocators and demand rate structure alteatives. The agenda package is posted on the Member Portal. Contact: Nick Guarriello
Cane Island Unit 4
Representatives from FMPA, KUA and Zachry meet Tuesday for the monthly owners meeting at Cane Island. Work on Unit 4 resumed after the holidays and crews are working diligently to move the start-up phase forward. Contact: Jim Hay
Fort Pierce Strategic Planning
Mark McCain travels to Fort Pierce on Tuesday to facilitate a strategic planning session for Fort Pierce Utilities Authority.
All-Requirements 101
Mark Larson and Tom Reedy travel to Fort Meade on Thursday to present All-Requirements 101 to the Fort Meade City Commission.
Quarterly Conservation Reports
All-Requirements Project members are reminded to retu their quarterly reports documenting ARP Conservation Program efforts between Oct. 15 and Dec. 31. Reports are due Jan. 15. Contact: Sharon Smeenk

Nuclear Nonoperating Owners Group Conference
FMPA and Orlando Utilities Commission will host the 2011 Nuclear Nonoperating Owners Group conference April 12-15 in Orlando. Attendees will tour the Orlando Mitsubishi generation repair facility and get a behind the scenes peek at Universal Studios’ operations. This year’s conference features first-class presentations by industry leaders, regulators and peers. Additional conference details are being arranged, but it’s never too soon to start planning. Registration fees are $350 for the conference and $50 for the pre-conference tours. A block of rooms at the Embassy Suites Jamaican Court has been reserved at a rate of $129 per night for single or double occupancy. For more information, contact Steve Ruppel.

Duke Energy, Progress Energy Agree to Merge
Duke Energy and Progress Energy agreed Monday to merge in an all-stock transaction, creating the largest utility company in America. Duke will pay $13.7 billion in stock and assume $12.2 billion in debt for Progress. President and CEO of Duke Energy Jim Rogers said of the merger, “our industry is entering a building phase, where we must invest in an array of new technologies to become more efficient. By merging our companies, we can do that more economically. When the deal is completed, Rogers will assume the role of executive chairman while Progress’ top executive, Bill Johnson, will become president and CEO of the new company.
APPA Asks FERC to Clarify Bulk Electric System Definition
The American Public Power Association (APPA) asked the Federal Energy Regulatory Commission (FERC) to clarify certain aspects of its Nov. 18 final rule regarding the definition of the bulk electric system. APPA has called on the Commission to clarify that: 1) FERC is not making a determination as to whether the bulk power system is broader than the bulk electric system, 2) radial transmission facilities serving only loads with one transmission source may be excluded from the bulk electric system definition and need not go through an exemption process, and 3) FERC is not calling for North American Electric Reliability Corp. (NERC) to subject facilities below 100 kV to an exemption process, like the one applicable to facilities above 100 kV, shifting the burden of evidence from NERC to owners of the lower-voltage facilities. Jacksonville Beach Hires New Utility Director, Makes New Appoints to FMPA
Beaches Energy Services has hired Roy Trotter as its new utilities director. Trotter succeeds Don Ouchley as utilities director. Jacksonville Beach City Manager George Forbes will be the voting member on FMPA’s Board of Directors and ARP Executive Committee, while Trotter and Finance Director Harry Royal will serve as alteates. The city has also appointed Mayor Fland Sharp to FMPA’s Policy Makers Liaisons Committee.
