LAST WEEK

 

Cane Island Unit 4
More than three years of work came to fruition last Tuesday when Cane Island Unit 4 began commercial operation. The natural gas-fired unit generates 300 MW, enough electricity to serve approximately 60,000 homes throughout FMPA’s 14 All-Requirements Project cities. Construction of the $479 million project began in March 2009 and was completed on time and on budget. Featuring highly efficient combined-cycle technology and advanced environmental controls, Cane Island Unit 4 is among the cleanest, most efficient power plants in Florida. The project created more than 600 temporary jobs with wages totaling more than $41 million. Cane Island Unit 4 is wholly owned by FMPA and will be operated under contract by Kissimmee Utility Authority (KUA). The combustion turbine is named in honor of former KUA Chairwoman Nancy Gemskie, who passed away July 1. Contact: David Schumann


 


Key West Transmission Line Improvements
The Utility Board of the City of Key West (KEYS) last Wednesday approved the first phase of a project that will increase the import capacity of the 120-mile transmission line that carries electricity to the Florida Keys from the Florida mainland. The project is a joint effort between KEYS, the Florida Keys Electric Cooperative and FMPA. All three utilities will contribute to the estimated $12 million project that will increase the current 277 MW import capacity to 320 MW. The project will be completed in two phases, with the lower portion being completed by summer 2012 and the upper portion being completed by summer 2013. Contact: Frank Gaffney

Policy Makers Liaisons Committee

FMPA’s Policy Makers Liaisons Committee (PMLC) meets Thursday at 3 p.m. during the FMEA-FMPA Annual Conference in Palm Beach. The Committee will discuss action items including: 1) election of Committee officers, 2) approval of meeting schedule for 2011-2012, and 3) a review of the PMLC Charter. Board of Directors

FMPA’s Board of Directors meets Friday at 8:30 a.m. at The Breakers in Palm Beach. The Board will discuss the following action items: 1) approval of power supply project budgets—excluding All-Requirements—and Agency allocations for fiscal year 2012, and 2) nomination and election of Board of Directors officers for 2011-2012. ARP Executive Committee

The ARP Executive Committee meets Friday at 9 a.m. or immediately following the Board of Directors meeting. The meeting’s action items include: 1) approval of the fiscal year 2009-2010 audit of the consolidated operating and joint ownership contract for the Cane Island and Hansel facilities, 2) approval of the retirement of KUA’s Hansel combined-cycle unit effective Sept. 30, 2012, and 3) election of Executive Committee officers. Cane Island Unit 4 Dedication

Invitations were mailed last week for the dedication of Cane Island Unit 4. The ceremony will be held Aug. 24 at 10 a.m. at the plant site. RSVP to Diane Nelson by Aug. 5.

 

CR3 Participants’ Annual Meeting

Crystal River Unit 3 participants’ annual meeting originally scheduled for Aug. 2 has been moved to Aug. 29. The meeting will be held at 10:30 a.m. in the plant’s cafeteria/conference building. Lunch and plant tours will be provided.

GREC to Install 100 MW Biomass Boiler
The Gainesville Renewable Energy Center (GREC) is installing one of the world’s largest biomass boilers and will supply Gainesville Regional Utilities with a stable source of renewable electric power under a 30-year power purchase agreement beginning in 2013. The 100 MW boiler will be one of the largest and most efficient biomass boilers in the world, providing clean electricity for approximately 70,000 homes. The boiler will use bubbling fluidized bed technology and waste wood from logging and mill activity as well as urban wood waste from clearing, tree trimming and pallets as the main fuel. The investment in this new power plant, along with the local biomass fuel supply, will generate more than 700 jobs.

 

Lakeland Electric Manager Jim Stanfield to Retire

Lakeland Electric General Manager Jim Stanfield announced his plan to retire effective Dec. 30. Stanfield has worked in the public power sector for more than 30 years, joining Lakeland Electric in 2001. He was named the utility’s interim general manager in 2003 and was awarded the job on a permanent basis in 2004. During his tenure, Stanfield has cut $11 million per year in costs and has raised job satisfaction at the utility from 59% to 71%. During his retirement, Stanfield’s plans include volunteering, continuing his consultant work for the American Public Power Association’s executive program, and writing another book.
