Storm Recovery Services Available

The 2012 Atlantic hurricane season heated up last week with the threat from Tropical Storm Isaac. FMPA would like to remind members about two storm-related service contracts available through the Member Services Department. FMPA has developed pricing agreements with Osmose Utilities Services for post-storm pole inspection assistance and with OKs Cascade for temporary housing services. 3 Phase Times

FMPA’s Power Resources Division published the July 2012 edition of 3 Phase Times last Wednesday. This monthly report provides information about the All-Requirements Project’s (ARP) system peak, hourly loads, resource fuel mix, natural gas usage, natural gas pricing and more performance information. The report shows that in July natural gas represented 65.2% of the ARP’s generation fuel mix. This was an increase of 4.8% from the June mix of 60.4%. July’s fuel mix also included a 1.5% increase in coal generation and a 1.6% decrease in nuclear. For more information, download 3 Phase Times from the Member Portal. Contact: Tom Reedy

 

Lineman Appreciation Day

Florida’s electric lineworkers were recognized Sunday through a statewide Lineworker Appreciation Day for their dedicated service in difficult and sometimes dangerous conditions. The Florida House of Representatives designated Aug. 26 as Lineworker Appreciation Day to honor the thousands of men and women who risk their lives every day to ensure the reliable delivery of electricity. The date was chosen in honor of Marc Moore, a 31-year-old lineman for Lakeland Electric who died in an electrical accident on Aug. 26, 2002.

Facility Rating Service

FMPA members that are working together on a joint purchase of transmission facility rating services will hold a conference call Wednesday to begin contract negotiations. FMPA is working with five utilities that are required by North American Electric Reliability Corporation standards to verify the field conditions of transmission facilities. The surveying and mapping services to be performed by Aerial Cartographics of America include: 1) aerial light-detection and ranging (LiDAR) testing, and 2) power line systems computer aided design and drafting. Audit and Risk Oversight Committee

FMPA’s Audit and Risk Oversight Committee meets Thursday at 8 a.m. in the Board room to discuss informational items including: 1) the status of the fiscal 2011 management letter comments, 2) the audit of fiscal 2010 and fiscal 2011 billings for Stanton, Stanton II and Indian River Units A through D, 3) a fuels market update, and 4) risk management policy reviews. Board of Directors

ARP Executive Committee

The ARP Executive Committee meets Thursday in the Board room at 9:30 a.m. or immediately following the Board of Directors meeting to discuss informational items including: 1) the 2012 ARP Load Forecast, 2) the status of swap modifications, 3) Cane Island Unit 4 surplus funds, and 4) the status of Federal Energy Regulatory Commission Order 1000 on regional planning and cost allocation. Dog Bite Prevention Training

FMPA hosts Dog Bite Prevention training Thursday at 9 a.m. at Beaches Energy Services’ Operations & Maintenance Facility. The training will help utility personnel recognize and respond to situations with dangerous or potentially dangerous animals. The cost is $75 and includes lunch. Contact: Sharon Samuels

 

Future of the Electric Utility Industry Workshop

The Florida Municipal Electric Association (FMEA) hosts a free workshop Thursday at 1 p.m. in FMPA’s Board room on the future of the electric utility industry. Black and Veatch Senior Vice President of Strategy and Business Process Mark Gabriel will discuss topics including: 1) EPA and coal, 2) the Sierra Club’s Beyond Natural Gas initiative, 3) customer engagement, 4) smart grid, and 4) water and energy. Registration is requested and lunch will not be provided. Contact FMEA Executive Director Barry Moline to participate.

Labor Day Holiday

FMPA’s offices will be closed Sept. 3 in observance of Labor Day. Have a safe and happy holiday.

 

CR3 Participants’ Annual Meeting

The Crystal River Unit 3 participants’ annual meeting is Sept 19 at 10:30 a.m. in the plant’s Emergency Operations Facility, which is located in the plant’s training facility.

 

Lineman’s Roundtable

The next meeting of FMPA’s Lineman’s Roundtable is Oct. 11 at 10 a.m. in Mount Dora. The roundtable provides a forum for line crews to exchange ideas on operating practices, safety, training, tools and equipment, and other common issues. Attendance is free and lunch will be provided. In a 2-1 decision, the court said that EPA exceeded its statutory authority when it adopted the CSAPR in two ways, including: 1) using the good neighbor provision to impose massive emissions reduction requirements on upwind states without regard to the limits imposed by the statutory text, and 2) not giving the states the initial opportunity to implement the required reductions with respect to sources within their borders. Power companies, coal companies, labor unions, trade associations, states and local govements had petitioned for review of CSAPR. The Court of Appeals said EPA must continue administering the Clean Air Interstate Rule pending the issuance of a valid replacement.

 


OUC Approves Rate Reduction for the Second Time this Year

The Orlando Utilities Commission (OUC) voted last Tuesday to lower electric rates for the second time this year. The 4.8% reduction in the base rate for residential electricity bills was proposed by OUC staff last month in response to inteal cost-cutting initiatives and budget reductions. A residential customer using 1,000 kWh per month will pay $109.43, a decrease of $5.57. The lower rates will take effect Oct. 1.
