Oxidation Catalyst Project

FMPA recently awarded an engineering, procurement and construction contract to DN Higgins for installing oxidation catalysts and conducting air emissions testing on Medium Speed Diesel Units 1 and 2 at the Stock Island Generating Plant in Key West. The project is required to meet the Environmental Protection Agency’s new carbon dioxide emission requirements for reciprocating inteal combustion engines. DN Higgins has started fabrication work and is scheduled to begin site work in mid-February. Construction is scheduled to be completed for testing in early May. Contact: David Schumann


 

Fiscal 2012 Financial Report

The fiscal 2012 independent financial audit of FMPA and its projects was approved last week by the Agency’s audit committee and goveing boards. The report from Purvis Gray and Company provides an unqualified opinion on the Agency’s financial statements for the fiscal year ended Sept. 30, 2012, as well as on inteal controls over financial reporting and tests of compliance with certain provisions of laws, regulations, contracts and other matters. Williston Appoints New Board Member

Williston appointed new City Manager Scott Lippmann as the city’s representative to FMPA’s Board of Directors. Scott replaces Public Works/Utility Manager C.J. Zimoski, who served as the city’s representative until a permanent city manager was hired. C.J. will now serve as the city’s alteate representative. Contact: Nick Guarriello


 

HVAC Upgrade

A task group of FMPA staff members interviewed three engineering firms to serve as the owner’s representative during replacement of the heating, ventilation and air conditioning system (HVAC) at FMPA’s Orlando office. The working group interviewed Graef-USA Inc., SGM Engineering Inc., and TLC Engineering for Architecture. The firms were ranked following the interviews, and FMPA will begin contract negotiations with TLC, the top-ranked firm. Contact: Sharon Smeenk


 

IRS Mileage Rate Increase

The Inteal Revenue Service (IRS) has increased the standard mileage rates used to calculate the deductible costs of operating an automobile for business. The rate increased by 1 cent per mile from 55.5 cents to 56.5 cents. The new rate is effective Jan. 1, 2013. The change has been updated in FMPA’s Travel Expense Report Form for the Executive Committee’s travel expense reimbursement policy. THIS WEEK

 

FM Global Site Visits

Tim Jackson, Rich Popp and David Schumann will conduct site visits this week with representatives from FM Global, the property insurance provider for the All-Requirements Project’s power generating units. On Tuesday, they visit the Treasure Coast Energy Center. They visit Cane Island Power Park on Wednesday and Thursday. On Feb. 5, they will visit Stock Island Generating Facility. The purpose of the site visits is for FM Global to perform inspections for the unit’s loss prevention plan and to verify that recommendations from previous visits have been completed.

 

HR Roundtable

FMPA hosts a Human Resources Roundtable on Wednesday at 10 a.m. in the Board room. The roundtable provides a forum for participants to discuss topics, such as benefits, recruiting, employee retention, training, policies and more. Participation in the roundtable via teleconference will be available for those unable to attend in person. Contact: Sharon Smeenk

 

Electric Cities of Georgia

Mark McCain, Sharon Smeenk and Mount Dora Electric Utility Manager Charles Revell meet Thursday with representatives from Electric Cities of Georgia (ECG) to discuss budget development and program planning for ECG’s alliance services during the fiscal year beginning July 2013.

 

Fort Pierce Strategic Planning

Mark McCain travels to Fort Pierce on Friday to facilitate a strategic planning session for Fort Pierce Utilities Authority.

 

Winter Park Power Supply Bid

Winter Park has issued an Invitation to Bid for the purchase of up to 40 MW of wholesale power beginning Jan. 1, 2014. The city, which has a peak demand of 100 MW, currently purchases wholesale power under two agreements: A power supply contract with Progress Energy Florida expires Dec. 31, 2013, and a contract with Seminole Electric Cooperative expires Dec. 31, 2015. Winter Park’s process is an invitation to negotiate rather than the more common request for proposals. FMPA is reviewing options for providing a response. Congratulations to Amie Erickson, FMPA’s facilities coordinator, who was featured in the January issue of Facilities Today magazine. Distribution Reliability Roundtable 

FMPA will host a Distribution Reliability Measurement Program Roundtable on Feb. 13 at 10 a.m. The roundtable provides a forum for participants to discuss topics including: reporting process, definitions and interpretations, best practices and more. Energy Auditor Training Workshop

FMPA will host an Energy Auditor Training Workshop in the Board room on Feb. 19. The workshop is designed for energy auditors, customer service representatives and utility personnel who provide customers with energy efficiency information. Discussion topics will include building envelope, HVAC, energy auditor tools and energy usage. The cost is $525. Contact: Sharon Samuels


 

Policy Makers Liaisons Committee

The Policy Makers Liaisons Committee will meet Feb. 20 at 12:30 p.m. in the first-floor conference room. The meeting was originally scheduled for 1 p.m., but was moved due to the ARP Executive Committee workshop at 3 p.m. Lunch will be served at noon. Contact: Mark McCain

Energy Sector Was Major Target of Cyber Attacks, DHS Says

Cyber attacks against the energy sector accounted for 41% of the 198 cyber incidents reported to the Department of Homeland Security’s Industrial Control Systems-Cyber Emergency Response Team in fiscal 2012. The water sector had the second highest number of incidents with 15%, according to the latest issue of the ICS-CERT Monitor newsletter. The nuclear sector reported six cyber incidents in fiscal 2012, but ICS-CERT said it was not aware of any compromises into control networks.
