CIP Audit

The Florida Reliability Coordinating Council (FRCC) completed its audit of FMPA’s compliance with Critical Infrastructure Protection (CIP) standards, which address the security of cyber assets essential to the reliable operation of the electric grid. FRCC serves as a regional entity with delegated authority from the North American Electric Reliability Corporation. The auditors had no findings and will provide a final report in March. Moody’s Meeting

FMPA met last Wednesday with representatives from Moody’s Investors Service to discuss the state of the Agency and its power projects. FMPA is awaiting a report from Moody’s outlining its findings and opinions regarding FMPA’s credit ratings. Contact: Mark Larson


 

All-Requirements Project January Load Statistics

The All-Requirements Project’s peak for January was 1000 MW, which occurred Jan. 23 between 7 a.m. and 8 a.m. The project’s load factor for January was 62%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 90% of the budgeted peak, and energy was 104% of the budget. Operating and Planning Audit

The Florida Reliability Coordinating Council (FRCC) is conducting an audit of FMPA’s operations and planning related to mandatory reliability standards. The scope of the audit includes FMPA’s operations and planning for bulk electric system assets, including: 1) Cane Island Units 1, 2, 3 and 4, 2) Treasure Coast Energy Center Unit 1, 3) North Bay Substation 5, and 4) the Special Protection System. FMPA responded to a data request from FRCC and provided evidence to seven questions. The audit is scheduled to be complete the week of March 17. Contact: Frank Gaffney


 

Member Services Advisory Committee

FMPA’s Member Services Advisory Committee (MSAC) meets Tuesday at 10 a.m. via conference call to discuss: 1) approval of FMPA’s Meter Technician Apprentice Program, and 2) approval of action items for the Agency’s strategic plan. Joint Purchase Project

FMPA’s Joint Purchase Project will issue on Wednesday an invitation to bid for the refurbishment, repair and disposal of transformers. Members interested in participating should contact Sharon Samuels by Tuesday.

 

ARP Telephonic Rate Workshop

The ARP Executive Committee meets Thursday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of January operations, loads, costs and rate calculations, and 3) estimated rates for February through April. ARP Executive Committee

The ARP Executive Committee will hold a workshop on Feb. 11 at 12:30 p.m. in the Board room to discuss demand side management and the impact it has on All-Requirements Project members. Lunch will be served at noon. Contact: Nick Guarriello

 

Pole Attachment Workshop

FMPA will host a Pole Attachment Workshop on Feb. 13 at 10 a.m. in the Board room. FMPA’s Legal Department will discuss model Joint Use and Pole Attachment Agreements developed for members and provide guidance for updating or implementing those agreements. Electric Cities of Georgia will also discuss its Pole Attachment Service and share best practices. Substation Training and Consulting Services

FMPA will host an information session on Feb. 27 at 10 a.m. at Beaches Energy Services to discuss opportunities for substation training and consulting services. Beaches Energy Services will discuss its new training programs. Participants can discuss opportunities to benefit from the work that has been completed and possibly collaborate on future efforts. Distribution Reliability Roundtable

FMPA will host a Distribution Reliability Measurement Roundtable on March 5 at 10 a.m. in the Board room. Sue Kelley Named New APPA President and CEO

The American Public Power Association’s Board of Directors appointed Sue Kelly as its new President and CEO effective April 1. Kelly replaces Mark Crisson, who has announced his retirement. Kelly has served with APPA since 2004 and is the general counsel and senior vice president for policy analysis. She has extensive experience as an attoey dealing with federal regulation. Prior to joining APPA, Kelley worked at the National Rural Electric Cooperative Association and Washington law firms, Miller, Balis and O’Neil, P.C., and Crowell and Moring. Kelley has a bachelor’s degree from the University of Missouri and a juris doctor from The George Washington University Law School.
