2014 ARP Load Forecast
FMPA recently published the 2014 All-Requirements Project (ARP) Load Forecast for a 20-year period from 2014 through 2033. The report forecasts the peak load and net energy for load of the project and each participant, including four different scenarios that consider weather and economic uncertainties. The ARP coincident peak demand is expected to grow at an average annual rate of 1.4% from fiscal 2014 to fiscal 2023 and 1.2% from fiscal 2024 to fiscal 2033. This is lower than the projected annual growth rate in last year’s forecast. The lower projected growth rate is due primarily to a slower than expected economic recovery in Florida, including a reduction of consumer spending and jobs since the start of the recession. Business Planning and Budget Committee
FMPA’s Business Planning and Budget Committee met last Thursday for its first review of the Agency’s proposed fiscal 2015 budget. FMEA-FMPA Annual Conference
Registration is now open for the 2014 FMEA-FMPA Annual Conference scheduled for July 15 through July 18 at the Ritz Carlton in Naples, Fla. This year’s conference will include a unique insider’s view of Florida politics by former Sen. George LeMieux, who was former Gov. Charlie Crist’s chief of staff when Crist was a Republican. EPA Sends Proposed Rule to Set New Source Review Standards for GHGs to OMB
The Environmental Protection Agency (EPA) last Monday sent a proposed rule to regulate carbon dioxide emissions from modified and reconstructed power plants under its New Source Review program to the Office of Management and Budget (OMB) for review. EPA plans to issue the proposed rule in June and a final rule in June 2015, according to a notice of the OMB review, which typically is the final step before publication of a proposed regulation. The notice of review states that the proposed rule will amend the electric generating units’ New Source Performance Standards for modified sources for greenhouse gas under Clean Air Act Section 111(b) but provides no details. Estimated costs and whether it will be a major rule have yet to be determined. Under the New Source Review program, a modified or reconstructed power plant in a nonattainment area would be required to install the best available control technology.
