ARP Conservation Program Quarterly report 

The All-Requirements Project’s (ARP) Conservation Program published its second quarter report for fiscal 2014. The report indicates that between Jan. 1 and March 31: 1) ARP participants spent $243,008 on energy-saving measures for their customers, and 2) the energy-saving measures have the potential to save customers more than 1.2 million kWh per year and 13,850 MWh over the life of the measures taken. Cane Island Unit 3

Cane Island Unit 3 came back online last Thursday ahead of schedule after completing a scheduled maintenance outage.

 

All-Requirements Project April Load Statistics

The All-Requirements Project’s peak for April was 997 MW, which occurred April 28 between 4 p.m. and 5 p.m. The project’s load factor for April was 59%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 116% of the budgeted peak, and energy was 102% of the budget. Duke Energy Formula Rate Settlement 

FMPA identified errors during its review of Duke Energy Florida’s 2013 annual transmission rate update filed last May with the Federal Energy Regulatory Commission. The purpose of the update is to reconcile actual costs with revenues received pursuant to Duke’s formula rate for wholesale transmission service. The annual update also establishes an adjusted rate for the 12-month period starting June 1, 2013. FMPA purchases transmission service from Duke to serve the load of FMPA members located in Duke’s balancing authority area. Both FMPA and Duke found errors in Duke’s calculations, resulting in a $142,000 refund for All-Requirements Project members. FMPA hopes to finalize and sign the settlement agreement this week. Bud Boudreaux travels to Mount Dora on Wednesday for a member city visit with Electric Utility Manager Charles Revell.

 

ARP Telephonic Rate Workshop

The ARP Executive Committee meets Wednesday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of April operations, loads, costs and rate calculations, and 3) estimated rates for May through July. Energy Auditor Roundtable

FMEA-FMPA Annual Conference

The FMEA-FMPA Annual Conference scheduled for July 15 through July 18 at the Ritz Carlton in Naples will include a special presentation by Scott Waddle, Commanding Officer of the USS Greeneville Nuclear Submarine and author of the book The Right Thing. Waddle is this year’s keynote speaker and will offer an interesting lesson in leadership. The conference also will include sessions on: 1) energy legislation and politics in the 113th Congress, 2) connecting with employees from different generations, 3) the future of the electric industry, and more. Supreme Court Reinstates EPA’s Cross-State Air Pollution Rule

The Environmental Protection Agency (EPA) can reinstate limits on power-plant emissions that blow across state lines, the Supreme Court ruled last Tuesday. The Cross-State Air Pollution Rule, which applies to 28 states, including Florida, aims to reduce emissions of sulfur dioxide and nitrogen oxides that impact air quality in downwind states. The rule was invalidated by a federal appellate court in August 2012 after it was challenged by a group of upwind states and industry. However, the higher court found the EPA acted reasonably. The regulation stands to affect about 1,000 power plants in the easte half of the U.S. that may have to adopt new pollution controls or reduce operations. The decision could further threaten the viability of some aging coal plants, which are facing this and other regulatory pressures. The ruling comes on the heels of another recent court victory for EPA air-pollution rules. The U.S. Court of Appeals for the District of Columbia Circuit on April 15 upheld the standards requiring power plants to cut emissions of mercury and other hazardous pollution. In June, EPA plans to propose new regulations under the Agency’s New Source Review program to control greenhouse gas emissions from existing power plants that are modified or reconstructed.
