All-Requirements Project June Load Statistics

The All-Requirements Project’s peak for June was 1,103 MW, which occurred June 26 between 4 p.m. and 5 p.m. The project’s load factor for June was 66%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 98% of the budgeted peak, and energy was 97% of the budget. Monthly Rate Workshop

The ARP Executive Committee meets Wednesday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets and liquidity 2) an overview of June operations, loads, costs and rate calculations, and 3) estimated rates for July through September. Online Energy Audit Program

FMPA hosts a webinar on Thursday at 10 a.m. for members interested in an online energy audit program for retail customers called Energy Depot. Representatives from Enercom, the software provider, will discuss program options and answer questions from webinar participants. ARP Conservation Program Quarterly Reports

All-Requirements Project (ARP) members are reminded to submit by July 15 quarterly reports documenting energy conservation efforts between April 1 and June 30. The quarterly report form is available on the Member Portal. If you have no activity to report, please contact Sharon Smeenk and let her know.

EPA Asks Court to Lift Stay of Cross-State Air Pollution Rule

The Environmental Protection Agency (EPA) asked a federal appeals court to lift its stay of the Cross-State Air Pollution Rule and extend the rule’s compliance deadlines. The regulation would require 28 upwind states to reduce emissions of nitrogen oxides, sulfur dioxide and particulate matter to achieve attainment of three National Ambient Air Quality Standards in downwind states. EPA in a June 26 filing asked the U.S. Court of Appeals for the District of Columbia Circuit to lift its stay and extend the compliance deadlines by three years. If approved, the Phase 1 emissions budgets would apply in 2015 and 2016, instead of 2012 and 2013, and the Phase 2 emissions budgets would apply in 2017 and beyond, instead of 2014 and beyond. The Supreme Court in an April 29 decision upheld the rule’s approach to implementing the interstate transport provisions of the Clean Air Act and rejected the principal arguments made in support of a stay, EPA said. The rule calls for a cap-and-trade approach to emissions and would create four emissions trading programs. Lifting the stay and using the new compliance deadlines would not cause the electric utility industry any irreparable harm, EPA added.
