Jacksonville Beach Appoints New FMPA Representatives

The city of Jacksonville Beach appointed Finance Director Harry Royal as the city’s representative to FMPA’s Board of Directors and ARP Executive Committee. City Manager George Forbes has been designated as the city’s first alteate representative to the Board and Executive Committee. Member City Visit

Frank Gaffney and Jody Finklea travel to Green Cove Springs on Tuesday to make a presentation on the All-Requirements Project contract at the City Council Budget Workshop. The presentation will focus on contractual and technical aspects of the Contract Rate of Delivery option in the All-Requirements contract.

 

Audit and Risk Oversight Committee

The Audit and Risk Oversight Committee meets Thursday at 8:30 a.m. in the Board room to discuss: 1) annual review of the Committee Charter, and 2) continuing the services of insurance consultant McNeary Inc. The full agenda package is available on the Member Portal. Contact: Rich Popp

 

Board of Directors

FMPA’s Board of Directors meets Thursday in the Board room at 9:30 a.m., or immediately following the Audit and Risk Oversight Committee meeting, to discuss: 1) a fiscal 2014 budget amendment for the Tri-City Project, 2) a fiscal 2014 budget amendment for the Stanton Project, 3) renewal of an engagement letter for swap consultant Swap Financial, and 4) adoption of a Board of Directors Public Comments Policy. ARP Executive Committee

The ARP Executive Committee meets Thursday in the Board room at 10 a.m., or immediately following the Board of Directors meeting, to discuss the renewal of an engagement letter for swap consultant Swap Financial. The Committee also will hear information items, including: 1) a strategic plan update, 2) a quarterly regulatory compliance update, 3) 2013 Management Letter comment status, 4) EPA’s proposed carbon emissions guidelines for existing power generating units, 5) All-Requirements Project Series 2008C Letter of Credit extension, and 6) hedge portfolio position update. ARP Executive Committee Workshop

Duke Seeks State Approval for Natural-Gas Plant

Duke Energy Florida submitted a site certification application with the Florida Department of Environmental Protection for a new natural-gas power plant in Citrus County. In May, Duke announced plans to build the plant, as well as plans to shut down two existing coal-fired generating units. According to the application filed Aug. 1, construction is proposed to start in early 2016, and commercial operation would begin by 2018. If approved, the plant would be located adjacent to Duke’s Crystal River Energy Complex. The application must successfully complete a state site-approval process with a final decision by the goveor and Florida Cabinet. Duke also submitted an application to the Florida Public Service Commission (PSC) for a determination of need for the proposed plant. The PSC will start preliminary hearings on the request Aug. 26.

 

Arizona Utilities Form New Joint Action Agency

Eighteen public and tribal utilities in Arizona entered into an agreement to create a new joint action agency called the Southwest Public Power Agency (SPPA). The joint action agency will manage, through a formal pool, all or most of its members’ power resources and facilitate the supply of additional energy needed to meet their customers’ loads, SPPA said. The initial pool members include irrigation and electrical districts, municipal electric utilities and tribal utilities. The president of the agency’s board, Bill Stacy, general manager of Electrical District No. 3, said the formation of SPPA will allow participants to enhance the value of their power supply and transmission resources and improve access to additional energy resources. He added that SPPA also will provide economies of scale in managing existing resources and developing new ones.
