All-Requirements Project August Load Statistics

The All-Requirements Project’s peak for August was 1,185 MW, which occurred Aug. 21 between 4 p.m. and 5 p.m. The project’s load factor for August was 67%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 101% of the budgeted peak, and energy was 101% of the budget. Welcome, Cairo Vanegas

Please welcome Cairo Vanegas, who joins FMPA on Monday as Operations Engineer III. Cairo comes to FMPA from Fort Pierce Utilities Authority, where he served as Superintendent of Electric Transmission and Distribution. Cairo has a bachelor’s degree in mechanical engineering from Florida Inteational University and a master’s degree in business administration from Nova Southeaste University.

 

ARP Telephonic Rate Workshop

The ARP Executive Committee meets Tuesday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of August operations, loads, costs and rate calculations, and 3) estimated rates for September through November. Board of Directors

The Board of Directors meets Wednesday via conference call at 11 a.m. to discuss evaluations of General Manager and CEO Nick Guarriello and General Counsel Fred Bryant. The agenda package is on the Member Portal. Contact: Nick Guarriello

Bud Boudreaux travels to Lakeland on Wednesday for a member city visit with Lakeland Electric General Manager Joel Ivy and Deputy General Manager Alan Shaffer.

Duke Energy Agrees to Buy Existing Power Plant, Not Build One

Duke Energy Florida told the Florida Public Service Commission that it has reached a deal in principal with Calpine to purchase the Osprey Energy Center in Aubudale and withdraw Duke’s proposal to build two new generating units at its Suwanee plant in 2016. No details on the purchase of the 10-year-old natural gas plant have been released. Duke said it still plans to upgrade its Hines Energy Complex and construct a new plant in Citrus County. Those two projects are expected to cost about $1.7 billion and to come online in 2017 and 2018, respectively.

 

PSC Conceed with EPA’s Clean Power Plan

The Florida Public Service Commission (PSC) said last Thursday that it is conceed with the Environment Protection Agency’s (EPA) goal to reduce carbon dioxide emissions from power plants and the impact it will have on the state. EPA proposed a rule in June that would require existing fossil-fueled power plants in Florida to reduce carbon dioxide emissions 38% by 2030. EPA’s specific target is part of the Obama administration’s effort to reduce carbon dioxide emissions from power plants by nearly a third over the next 15 years. Florida’s 2012 carbon emission rate was more than 1,200 pounds per MWh. EPA is asking the state to develop a plan to reduce that to 740 pounds per MWh. The PSC’s conces include: reliability, costs, fuel diversity and vulnerability. PSC Commissioner Eduardo Balbis said it would cost at least $26.5 billion to comply with the rule. PSC staff plan to present draft comments to the Commission on Oct. 2.
