Policy Makers Liaisons Committee

FMPA’s Policy Makers Liaisons Committee met last Wednesday and discussed information items, including: 1) public power education and awareness programs, 2) 2015 state legislative session, 3) Taylor swaps, 4) potential winter 2015 fixed-price natural gas hedging options, and 5) important electric issues in members’ communities. Audit and Risk Oversight Committee

The Audit and Risk Oversight Committee met last Thursday and approved all regulatory assets and liabilities created by Regulatory Accounting Practices, formerly known as Statement of Financial Accounting Standard #71. The Committee also heard information items, including: 1) fuels market update, 2) Risk Management Policy reviews, 3) St. Lucie capital appreciation bonds report, 4) annual information technology update, 5) Protiviti update, and 6) Presidio report. Board of Directors

FMPA’s Board of Directors met last Thursday and approved: 1) fiscal 2014 budget amendment for the Stanton II Project, 2) fiscal 2014 budget amendment for the St. Lucie Project, 3) Board officers’ recommendations for the annual performance evaluations for General Manager Nick Guarriello and General Counsel Fred Bryant, 4) fiscal 2015 budget amendment for the Stanton Project, 5) fiscal 2015 budget amendment for the Stanton II Project, and 6) fiscal 2015 budget amendment for the Tri-City Project. ARP Executive Committee

The ARP Executive Committee met last Thursday and approved: 1) the strategic plan, 2) winter 2015 fixed-price natural gas structure, 3) resolutions relating to Taylor swaps and the lines of credit, and 4) selections among alteatives relating to Taylor swaps. General Fund Transfer Survey

FMPA conducted a survey of general fund transfer policies among its members, and the results were emailed last Wednesday to the Board of Directors and alteates. Twenty-two members responded to the survey. The survey report shows the retail sales, total operating electric revenues and electric fund transfers for each member. Energy Auditor Roundtable

FMPA will hold an Energy Auditor Roundtable on Nov. 20 at 10 a.m. in Ocala. This semi-annual roundtable provides a forum for participants to discuss topics such as work procedures, policies and practices, industry changes, equipment and materials, and other topics of interest. Excellence as a Supervisor

Registration is open for the 2015 Excellence as a Supervisor Training. The training is designed to provide supervisors or prospective supervisors with the skills necessary to be effective leaders. Training is divided into two series consisting of three modules each. The first module will be held Feb. 3 and Feb. 4 at FMPA’s Orlando office. Utilities’ Recognized for Community Service Programs

Sixteen Florida utilities were recognized with community service awards at the Florida Municipal Electric Association’s Energy Connections Conference and Trade Show. Recipients included: Beaches Energy Services, Bushnell, Chattahoochee, Clewiston, Fort Pierce Utilities Authority, Gainesville Regional Utilities, Havana, Homestead, JEA, Keys Energy Services, Kissimmee Utility Authority, Lakeland Electric, Ocala Utility Services, Orlando Utilities Commission, Tallahassee and Winter Park. The recipients were selected for community improvement programs that included: volunteering activities, science fairs, community festivals, tree-planting programs, charitable support of local health and human service agencies, energy efficiency customer rebate programs and electric safety expos.

 

Study Suggests EPA Low-Balled Costs of Carbon Regulations

The Environmental Protection Agency (EPA) may have significantly low-balled cost estimates for its proposed Clean Power Plan to reduce carbon emissions from power plants, according to a http://www.nera.com/publications/archive/2014/potential-impacts-of-the-epa-clean-power-plan.html> style=font-family: ‘Georgia’,’serif’; color: windowtext;>study released last Thursday by National Economic Research Associates (NERA). The rules, proposed in June, seek a 30% reduction in carbon emissions from 2005 levels by 2030. According to the report, households in all but seven states would see double-digit increases on electric bills, and the cost of natural gas would increase by as much as 29%. Assuming no legal or practical challenges prevent states from imposing EPA’s renewable-energy or energy-efficiency protocols, the annual compliance cost would be $41 billion, NERA estimates. Factoring in practical potential obstacles, the cost would increase to $73 billion, at least seven times what EPA estimated.
