ARP Executive Committee
The ARP Executive Committee met last Thursday and approved: 1) FMPA’s fiscal 2014 annual audited financial report, and 2) Wells Fargo and Bank of America term sheet for interim financing of possible Taylor Swaps termination costs. Three Phase Times
FMPA’s Power Resources Division published the December 2014 edition of 3 Phase Times. This monthly report provides information about the All-Requirements Project’s (ARP) system peak, hourly loads, resource fuel mix, natural gas usage, natural gas pricing and more performance information. The report shows that in December FMPA sold 124,594 MWh to the Florida Municipal Power Pool. The short-term forecast estimated 161,137 MWh sales to the Pool. Member City Visits
Bud Boudreaux and Fred Bryant travel to Bushnell on Wednesday for a member city visit with Mayor Bil Spaude and City Manager Bruce Hickle. On Thursday, Bud and Fred travel to Ocala for a member city visit with Interim City Manager John Zobler, Assistant City Manager Sandra Wilson, City Councilman Jim Hilty, Sr., and Electric Director Mike Poucher.
Member Services Advisory Committee
The Member Services Advisory Committee meets Wednesday at 10 a.m. via conference call to discuss approval of a service confirmation for the FMPA-ECG Alliance Agreement related to the Safety Training program. Contact: Sharon Smeenk

COMING UP
Distribution Reliability Roundtable
FMPA will host a Distribution Reliability Roundtable on March 26 at 10 a.m. at FMPA’s Orlando office. The roundtable provides a forum for participants to discuss topics including: reporting process, definitions and interpretations, best practices and more. Substation Training
FMPA will host a Substation Training series at FMPA’s Orlando office beginning April 7. The series will include four, two-day training sessions that focus on substation safety, inspection, testing and maintenance. Session one is scheduled for April 7 and April 8 and will discuss substation safety awareness basics. Session two is scheduled for Oct. 13 and Oct. 14 and will discuss substation inspection and testing basics. Session three and session four dates will be scheduled at a later date, and those sessions will discuss substation maintenance and substation protection and theory. Gulf Power, Military Propose State’s Largest Solar Power Network
Gulf Power filed a request with the Florida Public Service Commission last Thursday asking to build solar farms on three military bases in Northwest Florida. The renewable energy plants would be built on Eglin Air Force Base, Holley Field and Saufley Field. The three plants would total 120 MW and become Florida’s largest solar project. The joint effort among Gulf Power, the Navy, Air Force and HelioSage, the project’s developer, would help meet the U.S. Department of Defense’s goal of achieving 25% renewable energy by 2025. If approved, construction would begin in February 2016.
FPL Drilling Project Brought to Supreme Court
Florida’s Office of Public Counsel plans to ask the state Supreme Court to reject a decision that would allow Florida Power & Light (FPL) to invest in a natural-gas drilling project in Oklahoma and pass along the costs to customers. In its decision, the Florida Public Service Commission said that FPL’s proposal to invest in the drilling project met legal requirements and that it could help serve as a hedge against higher natural-gas prices in the future. The PSC noted that FPL purchases more natural gas than any other electric utility in the country and that there is an increasing need for natural gas to provide electricity as utilities move away from coal. However, the Office of Public Counsel, along with business and environmental groups, argued that the project posed a financial risk and did not meet the legal requirements for passing along costs to customers.
