All-Requirements Project April Load Statistics
The All-Requirements Project’s non-Contract Rate of Delivery (CROD) peak for April was 950 MW, which occurred April 14 between 4 p.m. and 5 p.m. The project’s load factor for April was 68%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 109% of the budgeted peak, and energy was 113% of the budget. ARP Executive Committee

 

The ARP Executive Committee meets Wednesday at 2 p.m. via conference call for a special-called telephonic meeting to discuss: 1) amortization schedule for the permanent financing of the Taylor Swaps termination and the advanced refunding of the All-Requirements Project 2008A and 2009A series bonds, and 2) termination of the remaining six Taylor Swaps. The Committee will also discuss a settlement-in-principal with General Electric and AEGIS for the Cane Island Unit 4 steam turbine damage claim. Energy Auditors Roundtable

Wednesday is the http://fmpa.com/event/energy-auditors-roundtable-2/> style=font-family: ‘Georgia’,’serif’; color: windowtext;>registration deadline for the Energy Auditors Roundtable scheduled for May 14 at 10 a.m. in Fort Pierce. This semi-annual roundtable provides a forum for participants to discuss topics such as work procedures, policies and practices, industry changes, equipment and materials, and other topics of interest. The roundtable is open to any utility staff member who has an interest in energy audit related topics. Lunch will be provided. Contact: Sharon Samuels

 

ARP Telephonic Rate Workshop

The ARP Executive Committee meets Thursday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of April operations, loads, costs and rate calculations, and 3) estimated rates for May through July. FMEA Annual Conference

Florida Legislative Sessions Ends Early

The 2015 Florida Legislative Session ended early last week after negotiations over the budget and health care came to a stalemate. The legislative session was scheduled to end May 1, but the House adjoued last Tuesday and the Senate stopped work last Wednesday. House Speaker Steve Crisafulli sent a letter to Senate President Andy Gardiner late Wednesday afteoon reiterating the House’s opposition to expanding Medicaid and said he was ready to work on a budget for the state during a special session. Gardiner responded to Crisafulli’s letter and suggested a three-week session beginning June 1 and ending June 20. Gardner said this would give lawmakers enough time to hear back from the federal govement and give Gov. Rick Scott enough time to review the budget before the fiscal year ends June 30.

 

House and Senate Approve PSC Reform Bill

The Florida Senate approved a bill (HB 7109) last Wednesday that would limit Public Service Commissioners to three consecutive four-year terms and prevent utilities from charging customers higher rates due to increased electrical usage related to extended billing cycles. Earlier last week, the House approved the bill after rejecting provisions in the Senate-passed version that required the PSC to meet every two years in the service territories of regulated electric utilities and for the state’s public counsel to be involved in settlement talks in utility cases. The Senate bill’s sponsor, Sen. Jack Latvala, R-Clearwater, accused the House of bowing to lobbying pressure from Florida Power & Light (FPL). The House removed the requirement before it adjoued and went home Tuesday, leaving the Senate with a take-it-or-leave-it proposition. “What are they scared of? Latvala fumed at FPL. “Let the customers tell them what they think of their service, what they think of their rates. The bill also included a provision proposed by Duke Energy Florida that would allow the utility to issue securitization bonds to pay decommissioning costs for Crystal River Unit 3. HB 7109 was sent to Gov. Rick Scott for his signature.

 

PSC Proposes Amendments to TariffFiling Rules for Municipals, Cooperatives

The Florida Public Service Commission (PSC) released a proposed rulemaking April 13 to amend the rules regarding municipal electric utility and rural electric cooperative tariff filings and the Commission’s jurisdiction over those tariffs. The PSC said the intent is to simplify the filing and PSC review process; however, a few of the proposed changes are of conce and may affect longstanding principles regarding the PSC’s review of and limited “rate structure jurisdiction over municipal and electric cooperative tariffs. The Florida Municipal Electric Association,in coordination with the Florida Electric Cooperative Association, requested a rule development workshop be held,which PSC staff has indicated will take place in mid-May.
