ARP Conservation Program
The team working on the update of the ARP Conservation Program’s energy conservation videos reviewed the top respondents to FMPA’s request for proposals for video production services. The team ranked the bidders and announced on Thursday that the top-ranked firm is Appleton Creative, an Orlando-based advertising and marketing agency. Contract negotiations will begin soon. Plans are to begin the project in fiscal 2016. Contact: Sharon Smeenk

Welcome, Isaac Barbosa and Nathalia Romano
Please welcome FMPA’s new Information Technology Security Analyst Isaac Barbosa and FMPA’s new Public Relations Inte Nathalia Romano, who join the Agency on Monday. Isaac comes to FMPA from PlanSource, where he served as Technical Services Consultant. He has an associate’s degree in business from University of Phoenix. Nathalia is a student at the University of Central Florida, where she is majoring in advertising/public relations. We’re happy to have both Isaac and Nathalia as members of the FMPA team.
Stock Island Generating Facility
Amy Deese is in Key West on Tuesday for annual air emissions tests on the Medium Speed Diesel Units 1 and 2 at the Stock Island Generating Facility. Contact: David Schumann
Business Planning and Budget Committee
The Business Planning and Budget Committee meets Wednesday at 9 a.m. in the Board room to discuss: 1) approval and recommendation of the Agency’s fiscal 2016 budget to the ARP Executive Committee for final approval, and 2) approval and recommendation of the Agency allocation to the Board of Directors for final approval. Board of Directors
FMPA’s Board of Directors meets Thursday at 9:30 a.m. in the Board room to discuss: 1) appointment of a Nominating Committee, 2) approval of new credit card policy and procedures, 3) approval of disaster recovery plan, 4) approval of amendments to the Debt Policy, 5) approval of amendments to the Investment Policy, and 6) approval of the St. Lucie Project exception to the Debt Risk Management Policy. ARP Executive Committee
The ARP Executive Committee meets Thursday in the Board room at 10 a.m. or immediately following the Board of Directors. The Committee will discuss: 1) approval of new credit card policy and procedures, 2) approval of disaster recovery plan, 3) approval of amendments to the Debt Policy regarding interest rate swaps, 4) approval of amendments to the Debt Policy regarding selection of bond professionals, 5) approval of amendments to the Investment Policy, 6) approval of transmission planning services to Lake Worth, 7) approval of eliminating the FST hedging program, 8) approval of a request for qualifications for independent management consulting services, 9) approval of 2015B and 2015C bonds, and 10) approval of a settlement-in-principal with General Electric and AEGIS for the Cane Island Unit 4 steam turbine damage claims. Policy Makers Liaisons Committee
FMPA’s Policy Makers Liaisons Committee will meet July 23 at 3 p.m. during the Florida Municipal Electric Association’s (FMEA) Annual Conference in Palm Beach, Fla. A quorum is required for this meeting to conduct annual election of officers. FMEA has a Policy-Maker Scholarship program for first-time conference attendees. FMEA will award complimentary conference registration for one policy maker per FMEA member to attend the Annual Conference, which is schedule for July 21 through July 24 at The Breakers. Recipients of the Policy-Maker Scholarship must be a first-time conference attendee and be accompanied by a senior-level city or utility employee who is registered for the conference. Two Duke Energy Executives to Leave Company
Duke Energy announced last Tuesday that two top executives, Marc Manly and Keith Trent, will leave the company by June 30 in connection with a recent divestiture and changes in responsibilities. Manly is executive vice president, commercial portfolio, and Trent is executive vice president for grid solutions and also president of the Midwest and Florida regions. Duke closed a $2.8 billion cash deal in April to sell its interest in 11 power plants in the Midwest to Houston-based Dynegy. Organizational changes related to their departures will be announced soon, Duke said.
Moeller to leave FERC; Senate Staffer Rumored Replacement
Federal Energy Regulatory Commission (FERC) member Philip Moeller said last week that he will not seek re-appointment when his current term expires June 30. Moeller is serving his second term on the commission, having been nominated by President George W. Bush in 2006 and President Obama in 2010. Moeller can continue serving on the Commission until a replacement is confirmed or until the current session of Congress adjous at the end of 2015. In accordance with FERC protocol, Moeller must be replaced with another Republican. Senate Energy Committee Chief Counsel Pat McCormick III has been mentioned as a potential replacement. SNL Financial reported last Tuesday that McCormick’s name was sent to the White House for review the week of May 4.
