All-Requirements Project July Load Statistics

The All-Requirements Project’s non-Contract Rate of Delivery peak for July was 1,136 MW, which occurred July 10 between 3 p.m. and 4 p.m. The project’s load factor for July was 69%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 101% of the budgeted peak, and energy was 103% of the budget. A graph showing the All-Requirements Project hourly load for July is available on the Member Portal. Contact: Jim Atz

INDUSTRY NEWS

Final Clean Power Plan Has Significant Changes

The Obama administration released last Monday the final version of the Clean Power Plan, which contains significant changes from the Environmental Protection Agency’s (EPA) initial proposal. The http://www.epa.gov/airquality/cpp/cpp-final-rule.pdf> style=font-family: ‘Georgia’,serif; color: windowtext;>final rule is 1,560 pages and quite complex. It seeks a 32% reduction in carbon emissions from 2005 levels by 2030 instead of a 30% reduction as originally proposed. Under a revised set of emissions reduction goals, states with only natural gas power plants must have an average rate of 771 lbs. per MWh, and states with only coal power generating units must have an average rate of 1,305 lbs. per MWh. EPA set emission reduction goals for all but two states, Alaska and Hawaii. Florida’s goal is 919 lbs. per MWh, a decrease of 12% from the original proposal. North Dakota’s emission reduction goal increased the most at 34.3%, and Washington’s emission reduction goal decreased the most at 34.6%. States will be required to submit plans for compliance by Sept. 6, 2016, and states will have until 2022 to begin implementing their plan for compliance.

NOAA Updates Hurricane Season Forecast

The National Oceanic and Atmospheric Administration (NOAA) updated its forecast last Thursday for the 2015 Atlantic hurricane season, calling for a 90% chance of a below-normal activity. That is the highest-confidence prediction of an uneventful season that NOAA has given in its 17 years of providing forecasts. The updated forecast includes a 70% chance of 6 to 10 named storms, of which 1 to 4 could become hurricanes, including zero to 1 major hurricanes. Forecasters attribute the high likelihood of a below-normal season to three primary factors: 1) El Niño has strengthened as predicted, 2) atmospheric conditions typically associated with El Niño are now present, and 3) below average water temperatures. The Atlantic hurricane season runs through Nov. 30.
