Board of Directors

FMPA’s Board of Directors met last Thursday and approved the municipal financial disclosure policy and procedures. The Board agreed to host a workshop Dec. 16 to discuss the qualities they will be seeking in the next general manager. The full agenda package is available on the Member Portal. ARP Executive Committee

The ARP Executive Committee met last Thursday and approved the municipal financial disclosure policy and procedures. The Committee also approved a plan to use proceeds of approximately $5.4 million from the termination of oil hedges in Public Gas Partners. The members agreed to use approximately $3.4 million to pay off ARP debt early, and the remainder of the proceeds will flow back to members through the rate setting process. Baker Tilly, the management consultant retained to provide analysis and recommendations on two of the Auditor General’s recommendations, presented its preliminary report. Audit Response Report

FMPA will voluntarily submit its fourth 60-day report to the Auditor General detailing the Agency’s progress and plans for addressing each finding. This report will show that FMPA has completed action on 13 of the 15 audit recommendations and that the remaining items should be complete by the end of the calendar year. Happy Thanksgiving

FMPA’s offices will be closed Thursday and Friday in observance of the Thanksgiving holiday. Have a safe and happy holiday.

 

All-Requirements Project Weekly Load Statistics

Purchasing Roundtable

FMPA will host a Purchasing Roundtable on Dec. 10 at 10 a.m. in FMPA’s Orlando office. APPA’s Winter Education Institute

FMPA and the Florida Municipal Electric Association are co-hosting the American Public Power Association’s http://www.publicpower.org/Events/Landing.cfm?ItemNumber=32858&navItemNumber=38913> style=color: black;>Winter Education Institute scheduled for Feb. 8 through Feb. 12, 2016, at Gaylord Palms Resort and Convention Center in Kissimmee. The institute offers 14 in-depth training courses for various levels of staff in public power utilities. Participants can focus on a single topic or take multiple courses for comprehensive training. New this year is a one-day class on distributed generation, which will discuss: 1) evaluating and designing rate structures for distributed energy resources, 2) how to properly value distributed generation, and 3) industry rate trends for customer-sited generation. There is a $100 discount for people who attend more than one course or who attend with a colleague. Thousands in North America Take Part in GridEx III Exercise

More than 350 utility organizations and thousands of individuals took part Nov. 18-19 in GridEx III, the latest grid security exercise conducted by the North American Electric Reliability Corp. This year’s exercise was meant to simulate several attacks on electricity providers covering multiple points across the entire North American continent. The crisis exercise was designed to test the resilience of the North American electric grid against a broad array of cyber and physical threats. A report on the exercise should be finalized by the end of January 2016 and available to the public in March.

 

EPA Proposes Updates to Cross-State Rule

The U.S. Environmental Protection Agency (EPA) is proposing updates to the agency’s Cross-State Air Pollution Rule to address interstate air quality impacts for the 2008 ozone air quality standards. The proposed updates identify cuts in power plant NOx emissions in 23 states in the easte half of the country that contribute to downwind ozone air quality problems and that EPA says can be achieved using existing, proven and cost-effective control technologies. The proposed cuts in NOx emissions could lead to improvements in air quality for the 2017 ozone season, according to EPA. Comments will be accepted for 45 days after publication in the Federal Register, and EPA will hold a public hearing on Dec. 17 in Washington, D.C.
