Mayfield Bill

The House Energy and Utilities Subcommittee voted 6 to 5 to pass a bill proposed by Rep. Debbie Mayfield (R-Vero Beach) that would subject FMPA to several new regulatory requirements. Prior to the start of the hearing, Rep. Mayfield withdrew an amendment that would have subjected FMPA members with electric customers outside city limits to additional regulation by the Public Service Commission (PSC). Instead, she amended her bill to remove requirements that would expand the duties of the state Public Counsel to include proceedings of FMPA and subject FMPA to regulation by the PSC. The current version of House Bill 579 would: 1) require additional financial reporting for each individual generating asset of FMPA, including an annual “fair market value of each asset as determined by a “willing buyer and willing seller, and 2) mandate that members of FMPA’s goveing body be elected officials. The bill was passed with the direction of the Committee to improve the bill further. The next stop for the bill is the Govement Operations Appropriations Subcommittee. Executive Search Committee

The Executive Search Committee met last Thursday to review nine proposals from executive recruiting firms to assist in the search for FMPA’s next General Manager and CEO. The Committee ranked the top three firms as follows: 1) Mycoff, Fry & Prouse LLC, 2) Russell Reynolds Associates, and 3) Little & Associates. The recommended ranking will be presented for approval at the Board of Directors meeting on Thursday. Contact: Nick Guarriello

 

3 Phase Times

FMPA’s Power Resources Division published the November 2015 edition of 3 Phase Times. This monthly report provides information about the All-Requirements Project’s (ARP) system peak, hourly loads, resource fuel mix, natural gas usage, natural gas pricing and more performance information. The report shows that natural gas represented 81.2% of FMPA’s total resources fuel mix in November, a 5.5% decrease from October. ARP sold 109,476 MWhs to the Florida Municipal Power Pool (FMPP) at an average price of $21.89 per MWh, which was higher than the estimated short-term forecast of 94,562 MWh. The FMPP Average Monthly Gas Dispatch Price in November was $2.375 per MMBtu, 14 cents lower than October’s average. For more information, download 3 Phase Times from the Member Portal. Policy Makers Liaisons Committee

FMPA’s Policy Makers Liaisons Committee meets Wednesday at 1 p.m. in the first-floor conference room to discuss: 1) state legislative update related to electric utilities, 2) reliability standard compliance services, 3) All-Requirements Project costs and rate comparisons, 4) update of solar initiatives in Florida, and 5) the most important electric issues in member cities. Audit and Risk Oversight Committee

The Audit and Risk Oversight Committee meets Thursday at 8:30 a.m. in the Board room to discuss: 1) approval of FMPA’s fiscal 2015 audited financial report, 2) approval of the risk inventory update, 3) Baker Tilly’s recommended changes to the National Gas & Fuel Oil Policy, and 4) approval and recommendation of staff recommendation of Trustee to the Board of Directors. The Board of Directors meets Thursday in the Board room at 9:30 a.m. or immediately following the Audit and Risk Oversight Committee meeting. The Board will discuss: 1) approval of staff recommendation of Trustee selection, 2) approval of FMPA’s fiscal 2015 audited financial report, 3) acceptance of reports on Other Post-Employment Benefits, Compensated Absences and Actuarial Valuation – Auditor General Finding No. 5, and 4) approval of the Executive Search Committee’s recommendation of an executive search consultant. ARP Executive Committee

The ARP Executive Committee meets Thursday in the Board room at 10 a.m. or immediately following the Board of Directors meeting. The Committee will discuss: 1) approval of FMPA’s fiscal 2015 audited financial report, 2) acceptance of reports on Other Post-Employment Benefits, Compensated Absences and Actuarial Valuation – Auditor General Finding No. 5, 3) approval of staff recommendation of Trustee selection, and 4) approval of Baker Tilly’s recommended change to the Natural Gas and Fuel Oil Policy. COMING UP

 

Compliance Workshop

The Compliance Department will host a two-day Compliance Workshop on Feb. 1 and Feb. 2 at FMPA’s Orlando office. Discussion topics will include new North American Electric Reliability Corporation standards, including cybersecurity standards that are effective April 1. Contact: Carol Chinn

 

Florida Lineman Competition

Registration is now open for the Florida Lineman Competition scheduled for March 11 and March 12 in Orlando. FMPA sponsors the top prizes, which pay travel expenses for the top apprentice and top team to attend a national competition. Human Resources Roundtable

FMPA hosts a Human Resources Roundtable on March 9 at 10 a.m. in FMPA’s Orlando office. The roundtable provides a forum for participants to discuss HR topics, such as benefits, recruiting, employee retention, training, policies and more. The roundtable is free, and lunch will be provided. Registration is requested by March 4. Participation via teleconference is available for those unable to attend in person. INDUSTRY NEWS

 

FPL to File $1.3 Billion Rate Increase

Florida Power & Light (FPL) notified the Florida Public Service Commission (PSC) last Friday that it plans to request a nearly 24% base rate increase by 2019. If approved, the $1.3 billion increase would lock in base rates for four years and increase power bills $13 per month for typical residential customers using 1,000 kWh. Beginning Jan. 1, 2017, the base rate portion of electric bills for a typical FPL residential customer using 1,000 kWh per month would increase approximately $8.50. In 2018, the base rate portion would increase $2.50. When FPL’s Okeechobee Clean Energy Center comes online in 2019, the base rate portion would increase about $2 per month. No adjustments to base rates would be made in 2020. FPL said it plans to file a formal petition and testimony with the PSC in March.
