Treasure Coast Energy Center

FMPP and ARP Summer Peak Records

The Florida Municipal Power Pool (FMPP) broke records last week for summer peaks. The FMPP peaked at 3,618 MW on Tuesday, breaking the record set in August 2007. The next day, the record was broken again at 3,661 MW. FMPP’s minimum load of 1,983 MW on Wednesday was also an all-time record, breaking a mark set in June 2009. FMPA’s All-Requirements Project set a new summer peak demand on Tuesday of 1,262 MW, breaking a record set in 2005. Contact: Joe McKinney

 

Document Portal

Accessing FMPA’s Document Portal no longer requires a user name and password. Information contained on the Portal has always been available to any person, including members of the public, who registered. The change made last week is intended to remove any doubt that the information is accessible to everyone. Contact: Mark McCain

Cane Island Unit 4 Anniversary

Cane Island Unit 4 celebrates its fifth anniversary on Tuesday. From its commercial operation in July 2011 through June 2016, Cane Island Unit 4 has recorded more than 36,178 hours of operation, achieved 101 successful starts and averaged a 90.6% availability factor. Unit 4’s efficient combined-cycle technology and advanced environmental controls make it one of the mainstay units in FMPA’s power generation fleet. Contact: David Schumann

 

Management Development Program

The third module of Series II of the Management Development Program will be held Tuesday and Wednesday at FMPA’s Orlando office. This will be the final session in the series. It will cover conducting interviews, meetings and presentations. Contact: Sharon Smeenk

 

Solar PV Project

Friday is the deadline for FMPA members to contact Sharon Smeenk to express interest in participating in a survey of retail customers regarding solar energy. FMPA is developing a joint action solar photovoltaic (PV) project. The first development activity is to survey the participants’ retail customers to determine opinions related to solar energy. The Board of Directors authorized the use of the Agency’s Development Fund for the Solar PV Project, including the survey of retail customers. The Board of Directors authorized staff to offer participation in the survey to any FMPA member that might be interested in joining the survey effort. FMPA plans to develop a Request for Proposals to select a market research firm that will conduct telephone surveys for each interested FMPA member.

 

ARP Conservation Program

All-Requirements Project (ARP) members are reminded to submit third quarter Conservation Reports for April 2016 through June 2016 to Sharon Smeenk by Friday. Those with no activity to report are still asked to email Sharon to let her know.

COMING UP

 

FMEA Annual Conference

The Florida Municipal Electric Association’s (FMEA) Annual Conference will be held next week, July 19-22 at the Omni Orlando Resort at ChampionsGate, but there’s still time to register. The conference begins July 19 with preconference seminars and a welcome reception. The annual FMPA luncheon will be on Thursday, July 21 at noon. Registration is available on FMEA’s website.

 

Policy Makers Liaisons Committee

The Policy Makers Liaisons Committee will meet July 21 at 3:15 p.m. during the FMEA Annual Conference at the Omni Orlando Resort at ChampionsGate. A quorum is necessary at this meeting to elect officers and conduct other business. Contact: Mark McCain

 

Board of Directors and Executive Committee

The July meetings for FMPA’s Board of Directors and the ARP Executive Committee will be held July 22 following the FMEA Annual Conference. The Board of Director’s meeting is scheduled for 9 a.m. and the Executive Committee meeting is scheduled for 9:30 a.m., or immediately following the Board of Directors meeting. In an effort to save money, both meetings will be held in the Board room at FMPA’s Orlando office. Contact: Nick Guarriello

 

Substation Training

FMPA is continuing to offer a series of substation training classes with the next class scheduled for Aug. 30 and 31 on the topic of substation maintenance. The training will be held at Orlando Utilities Commission’s engineering building in Orlando. The cost is $900 per two-day session. The registration deadline is Aug. 12. Contact: Sharon Smeenk

 

Excellence as a Supervisor

Registration is now open for the first module of Excellence as a Supervisor training on Oct. 4 and 5 at FMPA’s Orlando office. The training is designed to provide supervisors or prospective supervisors with the skills necessary to be effective leaders. Training is divided into two series consisting of three modules each. The cost for the first series is $1,100. The program is open to utility and city employees. Contact: Sharon Smeenk

PSC Approves FPL’s Request to Defer Nuclear Cost Recovery

The Florida Public Service Commission (PSC) approved a request last Thursday by Florida Power & Light (FPL) to defer for a year collecting money from customers for development costs of two proposed nuclear units at the Turkey Point power plant. FPL says the decision will save customers about $22 million during 2017, or 34 cents off the monthly bill of a customer who uses 1,000 kilowatt hours of electricity per month. Jessica Cano, an attoey for FPL, said the deferral does not change the company’s plans to build the units. FPL anticipates receiving a federal license next year that is needed for construction, she said. Through the advanced nuclear cost recovery program, FPL has collected more than $280 million since 2008 to design and secure govement licenses for the units. The charge may be reinstated in 2018, if approved by regulators. The latest timeline indicates the new units could be in service by 2027 and 2028. FPL has not revised the timeline for construction, but Cano said it would be “reasonable to assume that with the deferral the timeline would be pushed back one year.

 

Backers of Solar Initiative Add to Campaign Funds

A group seeking approval of a solar-energy ballot initiative in November recently received a $250,000 contribution and had nearly $2.2 million on hand as of June 30, a newly released finance report shows. The News Service of Florida reported that the group called Consumers for Smart Solar received $250,000 on June 30 from a political committee known as the Florida Prosperity Fund. State records show that the political committee has been funded by prominent businesses such as Florida Power & Light, Alico Inc., United States Sugar and the HCA health-care chain. The Consumers for Smart Solar proposal, if approved by voters, would add to the state Constitution existing rules that allow Floridians with solar equipment on their property to sell energy to power companies. The measure has drawn opposition from groups such as the Southe Alliance for Clean Energy, which contends the amendment is designed to favor utilities. The measure needs 60% voter approval to pass.
