Social Media

FMPA launched Facebook and Twitter accounts last week to share how the Agency and its members are working together to provide low-cost and reliable electricity. The theme of the initial post was a New Year’s resolution to be more social. Any individuals or members who are active on social media are encouraged to follow and share FMPA’s content. Solar Market Research

GreatBlue Research completed survey calls to customers of Kissimmee Utility Authority last week for the solar PV project, which leaves only four more cities to complete: Vero Beach, Havana, Newberry and Green Cove Springs. GreatBlue anticipates all calls will be complete by Jan. 13. A draft report is scheduled to be presented to the Market Research Task Force on Feb. 1. Contact: Sharon Smeenk

 

3 Phase Times

FMPA’s Power Resources Division published the November 2016 edition of 3 Phase Times. This monthly report provides information about the All-Requirements Project’s (ARP) system peak, hourly loads, resource fuel mix, natural gas usage, natural gas pricing and more performance information. The report shows that natural gas represented 79.5% of ARP’s total energy sources in November. ARP sold 135,916 MWh to the Florida Municipal Power Pool (FMPP) at an average price of $18.93 per MWh, which was higher than the estimated short-term forecast of 73,338 MWh. The FMPP Average Monthly Gas Dispatch Price in November was $2.62 per MMBtu, which is 52 cents lower than October’s average. For more information, download 3 Phase Times from the Portal. Excellence as a Supervisor

Registration opened last week for a new series of FMPA’s Excellence as a Supervisor training. The series will start July 25 at FMPA’s Orlando office. The Excellence as a Supervisor Certificate Program is customized for municipal utilities. It has been designed for first-line supervisors, middle-level supervisors and prospective supervisors. APPA Joint Action Workshop

Jacob Williams, Fred Bryant, Jody Finklea, Sharon Adams and several FMPA Board of Directors members will attend the American Public Power Association’s (APPA) Joint Action Workshop on Wednesday through Friday in Naples, Fla. Sharon Smeenk also will attend on Thursday. The workshop is for CEOs and senior managers of joint action agencies, as well as their members, to meet informally and discuss issues of common conce.

 

APPA C2M2 Workshop

FMPA will host an APPA workshop this Wednesday and Thursday in the Board room for utilities interested in conducting an in-depth baseline security assessment using the Cybersecurity Capability Maturity Model (C2M2). The workshop is being paid for by a grant from the Department of Energy to help small- and medium-sized municipal utilities enhance cyber security. Contact: Carter Manucy

 

Fiscal 2016 Audited Financial Statements Q&A

FMPA’s Accounting Department hosts a question and answer session via conference call on Thursday at 9 a.m. to discuss FMPA’s fiscal 2016 audited financial statements. The financials were emailed Dec. 22 to FMPA’s members. The financials will be an action item on the Jan. 19 agendas for the Audit and Risk Oversight Committee, Board of Directors and Executive Committee. Contact: Mark Larson

Martin Luther King Jr. Day

FMPA’s offices will be closed Jan. 16 in observance of Martin Luther King, Jr. Day. Have a safe and happy holiday weekend.

 

Meeting Times Changed

The Executive Committee’s workshop to discuss the All-Requirements Project’s demand- and energy-rate structure has been moved to 2 p.m. on Jan. 18 in the Board room of FMPA’s Orlando office. The change was made to accommodate members’ travel schedules. As a result, the Policy Makers Liaisons Committee (PMLC) will meet at 12:30 p.m. Lunch will be served at noon. Members of the PMLC are invited to stay for the workshop. Contact: Jacob Williams

 

January Meetings

The Audit and Risk Oversight Committee (AROC), Board of Directors and ARP Executive Committee will meet Jan. 19 at FMPA’s Orlando office. The AROC will meet at 8:30 a.m., followed by the Board of Directors at 9:30 a.m. and the Executive Committee at 10 a.m. Contact: Jacob Williams

 

Distribution Services and Lineworker Staffing Roundtable

The registration deadline is coming up next week for a roundtable meeting on distribution services and lineworker staffing hosted by FMPA and the Florida Municipal Electric Association. The roundtable will be held Jan. 25 at 10 a.m. in FMPA’s Orlando office. Utilities dealing with operating and staffing issues—and utilities that have dealt with these issues—are encouraged to attend the roundtable to share ideas and explore ways municipal utilities might work together to address these important challenges that impact a vital part of operating an electric system. INDUSTRY NEWS

 

FPL Asks to Recoup Hurricane Matthew Costs

Florida Power & Light (FPL) submitted a request last Thursday to the Florida Public Service Commission (PSC) seeking permission to charge customers $318.5 million to recoup costs associated with recovery from Hurricane Matthew. If approved, customers who use 1,000 kWh per month will see bills increase $3.36 starting in March. FPL’s filing states that a 2012 agreement related to its base-rate case allows the company to collect restoration costs and replenish storm reserves. That agreement expired Dec. 31. The PSC is expected to consider the request in February.

 

PSC to Back FPL in Turkey Point Case

The Florida Public Service Commission (PSC) filed a notice last Thursday indicating that it will support Florida Power & Light (FPL) if the Florida Supreme Court agrees to hear a case related to FPL’s proposal to build two new nuclear units at the Turkey Point Nuclear Generation Station near Homestead. The Third District Court of Appeal overtued the Power Plant Siting Board’s approval to build the new units. FPL has now asked the Supreme Court to hear the case. The PSC is expected to assert its authority to regulate transmission lines, something that the appeals court said could have been ordered by Florida Gov. Rick Scott and his Cabinet, siting as the Siting Board. Local Miami govements appealed the Siting Board’s decision because they want transmission lines to the reactors to be underground. It could be weeks or months before justices decide whether to hear the dispute.

 

League of Women Voters to Intervene in Gulf Power Rate Case

The League of Women Voters will be allowed to intervene in Gulf Power’s base-rate case before the Florida Public Service Commission (PSC) after a ruling last week by PSC Commissioner Jimmy Patronis. Gulf Power has asked for a $106.8 million increase in base rates. The League has raised issues related to energy efficiency and renewable energy. A hearing in the case is scheduled for March 20.
