Audited Annual Financial Report

FMPA’s Audited Annual Financial Report was filed last Tuesday with the Florida Department of Financial Services. Local govements are required to file their reports with the state within nine months of the close of the fiscal year. The full report can be found on FMPA.com. Contact: Mark Larson

 

Market Research Task Force

The Market Research Task Force met last Wednesday to review the draft report for the solar survey. The Task Force is finalizing the 10 individual city reports and one composite report combining all survey responses. The composite report will be included in the Board of Directors agenda package for February, and individual cities reports will be available by the Feb. 16 meeting. Individual members also have the opportunity to review the survey results one-on-one in Orlando with GreatBlue Research’s CEO the week of FMPA’s goveing board meetings. Wauchula Alteate Board Representative

Wauchula’s Finance Director James Braddock was appointed last week to serve as the city’s alteate on FMPA’s Board of Directors. James replaces Assistant City Manager Olivia Minshew. City Manager Terry Atchley will continue to serve at Wauchula’s primary representative to the Board, but James may attend meetings. Contact: Jacob Williams

 

Kissimmee Alteate Representative

Charles Lee from Kissimmee Utility Authority was appointed last week to serve as the utility’s alteate on FMPA’s Board of Directors and ARP Executive Committee. Charles replaces Joe Hostetler, who retired. Contact: Jacob Williams

 

ARP Conservation Program

Retail customers in cities served by the All-Requirements Project could potentially save more than 410,000 kWh per year and more than 5,600 MWh over the life of energy conservation measures funded in the first quarter of fiscal 2017 by the project’s Conservation Program. The program’s quarterly report was emailed to members last week. Reimbursement from FMPA to members for expenses in the recent quarter should be provided in the next week or so. Social Media

FMPA’s social media presence continues to grow. Thank you to everyone who has already “liked and “followed FMPA on Facebook and Twitter. Last week, FMPA shared a video about the basics of the electric grid, noted that the Audited Annual Financial Report was filed with the Florida Department of Financial Services and shared energy saving tips. Individuals and member utilities are encouraged to follow and share content from FMPA on social media. All-Requirements Project January Load Statistics

The All-Requirements Project’s peak for January was 856 MW, which occurred Jan. 9 between 7 p.m. and 8 p.m. The project’s load factor for January was 66%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The monthly peak was 82% of the budgeted peak, and energy was 94% of the budget. ARP Telephonic Rate Workshop

The ARP Executive Committee meets Thursday at 2 p.m. via conference call for the monthly All-Requirements Project Rate Workshop. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of January operations, loads, costs and rate calculations, and 3) estimated rates for February and March. Contact: Jim Arntz

 

Power Plant Visits

Rep. Kathleen Peters, chair of the Florida House Energy & Utilities Subcommittee, will tour the Stanton Energy Center and Cane Island Power Park on Friday. During the subcommittee’s first meeting in January, the St. Petersburg Republican said she planned to conduct as many visits as possible to facilities operated by utilities. As part of the informational presentations, Frank Gaffney will give a brief overview of FMPA during the visit to Cane Island.

 

All-Requirements Project Weekly Load Statistics

The weekly update of the All-Requirements Project historical load graph has been posted on the Portal. The graph is updated through Feb. 5. Contact: Jim Arntz

COMING UP

 

Strategic Planning Session

FMPA’s Board of Directors and the ARP Executive Committee will hold a strategic planning session on Feb. 15 at 9 a.m. at FMPA’s Orlando office. The purpose of the session is to identify the top priorities for the Agency in the coming years. The workshop will include presentations on resources, energy markets and comparisons to other joint action agencies. It will also include roundtable discussions on strategic issues facing the Agency. February Governing Board Meetings

FMPA’s Board of Directors and the ARP Executive Committee will meet at FMPA’s Orlando office on Feb. 16. The Board of Directors meeting begins at 9 a.m., and the Executive Committee starts at 9:30 a.m., or immediately following the Board of Directors. Contact: Jacob Williams

 

APPA Legislative Rally

FMPA and the Florida Municipal Electric Association host a free webinar on Feb. 17 at 10 a.m. for members attending the American Public Power Association’s Legislative Rally. Forty-five representatives from 16 Florida cities will participate in the Rally on Feb. 27 through March 1. While in Washington, D.C., they will meet with Florida’s Congressional delegation to discuss federal legislative issues related to electric utilities, including tax-exempt financing, cyber security and environmental regulations. Meter Tech Roundtable

Registration is open for the next Meter Tech Roundtable on March 22 at Orlando Utilities Commission’s Engineering Building. The roundtable is designed to provide an informal forum for participants to discuss topics such as policies, procedures, equipment, technology, safety, training, apprentice programs and more. The roundtable is open to anyone who has an interest in metering or meter-related topics. There is no cost to attend, and lunch will be provided. Contact: Sharon Smeenk

INDUSTRY NEWS

 

FPL Asks to Recoup Storm Costs

The Florida Public Service Commission (PSC) is scheduled to take up a request this Tuesday by Florida Power & Light (FPL) to recoup storm-related costs from ratepayers. FPL is asked for $318.5 million for costs related to Hurricane Matthew to replenish its storm reserve. The PSC staff has recommended the request be approved, which would mean an increase of $3.38 to the bills of customers who use 1,000 kWh per month effective in March and lasting for a year.

 

Interim DEP Secretary Approved

Gov. Rick Scott and the Florida Cabinet unanimously approved Ryan Matthews last Wednesday to head up the Florida Department of Environmental Protection on an interim bases. Matthews was the agency’s deputy secretary of regulatory programs. He replaces Jon Steverson, who left the agency last Friday to join the Foley & Lardner law firm. Applications to be the permanent head of the agency will be accepted through April 28.

 

Natural Gas Generating Capacity Expected to Increase

Natural gas-fired generating capacity is projected to increase by 11.2 GW in 2017 and 25.4 GW in 2018, according to a report from the Energy Information Administration. The increase would bring natural gas capacity to its highest level since 2005. The increases in natural-gas capacity comes as coal-fired capacity continues to fall. According to the report, between the end of 2011 and the end of 2016, the capacity of the nation’s coal fleet was reduced by 15%.
