ARP Business Model Working Group
The ARP Business Model Working Group met last Friday to review contracts that underlie the current business model of the project. The Working Group plans to schedule its next meeting at the Florida Municipal Power Pool to lea more about the Pool.
Economic Stimulus Workgroup
The Economic Stimulus Workgroup met last Friday for an update on the SmartGrid project and to discuss the Energy Efficiency and Conservation Block Grant. Contact: Ann Beckwith or Sharon Smeenk
Pooled Loan Program
FMPA received last week the city of New Smya Beach’s payment of its loan from the Pooled Loan Program. The city of Clewiston notified FMPA last Thursday that it plans to payoff its loan on Aug. 26. Fort Pierce Utility Authority has begun work on bond financing to pay off its loans. Leesburg plans to refinance its pooled loan and has requested a waiver through October. Contact: Janet Davis
Cane Island Unit 4 Update
The South Florida Water Management District approved last week FMPA’s well-drilling plan for Cane Island Unit 4. Reliable Substation Services, Inc. also began work last week replacing breakers at the Cane Island Power Park substation. FMPA, KUA and Zachry construction superintendents will meet Aug. 11 at Treasure Coast Energy Center to review the construction processes of Treasure Coast that apply to construction at Unit 4. Cane Island Unit 4
FMPA and KUA hosted a barbecue luncheon last Friday for the Cane Island Unit 4 construction team to build relationships and thank them for their contributions to the project.
Power Generation Conference
Amy Deese, David Schumann and Susan Schumann attended the 13th Annual Power Generation Conference last Thursday hosted by the Florida Department of Environmental Protection. The conference focused on alteative energy sources, carbon reduction, and emerging trends and technologies related to climate change.

SmartGrid Investment Grant Proposals
The SmartGrid Investment Grant proposal deadline is Thursday. Participating members, Fort Pierce, Homestead and Ocala, are working to finalize their proposal this week. Contact: Ann Beckwith or Mike Siefert
ARP Rate Workshop
ARP Executive Committee members meet Thursday by conference call at 2 p.m. for the monthly All-Requirements rate workshop. The workshop will provide updates on natural gas markets and liquidity, review loads, costs and rate calculations for the month of July, and present estimated rate ranges for August through October. All-Requirements Project Load
The All-Requirements Project’s peak for the month of July was 1,359 megawatts, which occurred July 23 between 4 p.m. and 5 p.m. Load factor is a measurement that compares the ratio of actual energy (MWh) used during a particular time period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization. The load factor for the All-Requirements Project for the month of July was 68%. The month’s peak was 91.5% of the budgeted peak, and energy was 91.2% of budget. A graph showing the All-Requirements Project hourly load for the month of July is available on the Member Portal. All-Requirements 101
Online registration for the All-Requirements 101 seminar is now available. All-Requirements 101 is a one and one-half day free seminar designed to give participants a thorough understanding of FMPA’s largest wholesale power supply project, All-Requirements. The seminar will be presented Sept. 15 and Sept. 16. For more information and to register, visit
