Electricity Conservation Advisory Program
Participants in the Electricity Conservation Advisory Program (ECAP) met last Tuesday to finalize and schedule the program’s action item list. The completion of this task marks ECAP’s transition from the planning phase to the execution phase where the Development Team starts creating program elements. The purpose of ECAP is to communicate with retail customers about peak energy use days to encourage them to voluntarily reduce electricity consumption. The next Development Team conference call is scheduled for Aug. 25 at 9 a.m. to discuss a proposed ECAP calculation methodology. Interested cities are welcome to join the Development Team. Integrated Resource Plan Workshop
ARP Executive Committee members met last Thursday for a workshop on the 2010 Integrated Resource Plan (IRP). The staff presented goals, assumptions and resource alteatives, as well as preliminary evaluations of the resource alteatives in order to solicit feedback from All-Requirements Project (ARP) members. ARP participants provided input on three specific questions: 1) whether the 10 MW solar PV program identified in the 2008 IRP should be included in ARP resources starting in 2012, 2) whether the ARP should adopt a Demand Side Management (DSM) goal of 70 MW reduction in load by summer 2015, and 3) whether ARP should adopt strategies to reduce its carbon footprint either through renewable energy or DSM or both. The workshop conversation centered on the need for renewables to not exceed ARP’s avoided costs and for any load reduction programs to be on an ARP-wide basis. FMPA staff will continue to develop the 2010 IRP report for review and approval by the ARP Executive Committee. Contact: Michele Jackson
New Board Member
City of Alachua Vice Mayor Gary Hardacre was appointed as a representative to FMPA’s Board of Directors at a City Commission meeting May 24. Public Services Director Mike New and City Manager Traci Cain have been named alteates.

FPL Transmission Tariff
Florida Power & Light (FPL) filed revised tariff sheets April 30 to implement a cost of service formula rate for wholesale transmission service effective July 1. FMPA intervened and protested, and the matter was set for a settlement hearing. The first step in the settlement process, a technical conference at the Federal Energy Regulatory Commission, takes place this Wednesday. Contact: Michele Jackson
CR3 Annual Meeting
Liyuan Woeer and Denise Fuentes travel to Crystal River on Tuesday to attend the Crystal River Unit 3 annual participant’s meeting. Participants will discuss several topics, including: 1) outage update, 2) steam generator replacement, 3) power uprates, 4) spent fuel dry storage project, 5) audit update, and 6) containment delamination status.
RFQ for Backwash Tank Installation
FMPA is pre-qualifying bidders for an upcoming bid to install a backwash tank at Treasure Coast Energy Center Unit 1. The request for qualifications (RFQ) was issued last week and responses are due Aug. 27. Project Management Workshop
FMPA hosts a two-day workshop about the Fundamentals of Effective Project Management on Oct. 13 and 14 in the Orlando office. The course provides participants with a practical approach to managing the resources, people, deadlines and real-world challenges required to complete projects on time, on target and on budget. The course costs $450 per person and is presented by Glen Whipple.
