Fort Meade Meter Reading System Error, Refund

FMPA staff discovered and corrected an error in the meter data used to invoice the city of Fort Meade. A multiplier used in the meter reading system was incorrect, causing the data to be calculated at 10% higher than the actual rate from May 2009 to August 2010. The error occurred when a technician working for Progress Energy, who owns and maintains the metering equipment at Fort Meade, reprogrammed the meter while troubleshooting a communication problem; however, the technician did not communicate the change to Progress Energy personnel responsible for the meter reading system or to FMPA. FMPA staff conducted a thorough investigation, and Progress Energy has corrected the load profile pulse multiplier. FMPA recalculated Fort Meade’s invoices over this time period and determined the city was overbilled by approximately $660,000, including interest. FMPA is ready to send the refund to Fort Meade but has been instructed by city officials to wait for instructions on how the city wants to receive it. FMPA has reviewed other Progress Energy meter points for the All-Requirements Project members and at this time has found no other similar issues.

 

Keys Energy Approves Transfer of Ownership

The Key West Utility Board approved on Oct. 13 the transfer of ownership for Keys Energy Services (KEYS) generation units to FMPA, pending approval by FMPA’s Executive Committee. Currently, KEYS operates and maintains six generation units at its Stock Island Generating Facility, where three units are owned by KEYS and three are owned by FMPA. Under the terms of the agreement, FMPA would assume ownership of all generating units at Stock Island, though KEYS would retain ownership of the Stock Island property.

 

Finance Meetings

Mark Larson and Janet Davis met with representatives from J.P. Morgan last Tuesday to discuss the bank’s response to a credit request for proposal and the Agency’s other finance needs.

 

CR3 Status

Concrete placement at the Crystal River Unit 3 nuclear plant is now 65% complete. Concrete placement is continuing at the 201-foot to 240-foot elevation and is 39% complete in this last section.

Bud Boudreaux, Fred Bryant and Nick Guarriello visit Starke and Green Cove Springs on Tuesday. Nick will speak to the Green Cove Springs City Council on Tuesday evening.

 

Electricity Conservation Advisory Program

Participants in the Electricity Conservation Advisory Program (ECAP) meet Thursday via conference call to discuss: 1) the results of back-testing the proposed advisory calculation method, and 2) customer information material related to ECAP. Contact: Mark McCain

 

Lineman’s Roundtable
FMPA holds its semi-annual Lineman’s roundtable Thursday in Jacksonville Beach. The roundtable will provide a forum for line crews to exchange ideas on operating practices, safety, training, tools and equipment. Contact: Sharon Samuels

Policy Makers Liaisons Committee
Members of FMPA’s Policy Makers Liaisons Committee are asked to RSVP to Sue Utley for the Committee’s meeting Oct. 27 at 2 p.m. in FMPA’s Orlando office. Air regulations related to electric utilities continue to change in significant ways. To assist FMPA members in understanding the requirements and potential impact of air regulations, FMPA is hosting a Clean Air Act Issues Update on Nov. 10.
