APPA Legislative Rally
Nick Guarriello, Mark McCain and representatives from 16 of Florida’s municipal electric utilities attended the APPA Legislative Rally in Washington, D.C., last week. While in the nation’s capitol, they attended more than 16 meetings over two days with members of Congress to discuss energy and environmental issues. For more information on the issues that were discussed, a copy of the issue book is posted on the Member Portal.
FGT Rate Case Settlement
The Federal Energy Regulatory Commission (FERC) issued a letter last week approving the uncontested Florida Gas Transmission (FGT) rate case settlement. Under the terms of the settlement, which is effective April 1, FGT will make refunds within 60 days for all past over collections plus interest. For amounts collected under rate schedule FTS-1, ITS and PNR, these refunds will apply on service retroactive to April 1, 2010. For service under FTS-2, the refunds will apply on service back to Oct. 1, 2010. Contact: Richard Montgomery
CR3 Update
Tendon re-tensioning continues at Crystal River Unit 3. Crews are now 56% complete with re-tensioning with seven of 11 passes complete.

BMWG
The All-Requirements Project Business Model Working Group (BMWG) meets Tuesday at 10 a.m. in the Board room. The BMWG will discuss FMPA’s generation fuel mix and hear a presentation on Florida Gas Utility. The agenda package is posted on the Member Portal. Contact: Nick Guarriello
ARP Telephonic Rate Workshop
All-Requirements Project participants meet via conference call Wednesday at 2 p.m. for the monthly rate workshop call. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of February loads, costs and rate calculations, and 3) estimated rates for April through May. Contact: Jim Atz
Joint Purchase Project
The Joint Purchase Project (JPP) meets Thursday at 9 a.m. in the first-floor conference room. The JPP will award a bid for concrete poles and discuss an award for transformer painting and inspection services. Contact: Sharon Samuels
All-Requirements Project Load
The All-Requirements Project’s peak for the month of February was 902 MW, which occurred Feb. 14 between 7 a.m. and 8 a.m. Load factor is a measurement that compares the ratio of actual energy (MWh) used during a particular time period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization. The load factor for the All-Requirements Project for the month of December was 65%. The month’s peak was 91% of the budgeted peak, and energy was 86% of budget. A graph showing the All-Requirements Project hourly load for the month of February is available on the Member Portal. COMING UP
CREAC Telephonic Meeting
FMPA’s Conservation and Renewable Energy Advisory Committee (CREAC) is scheduled to meet via conference call March 22. An agenda package will be e-mailed to committee members the week before the meeting.
APPA Annual Engineering and Operations Technical Conference
The American Public Power Association (APPA) will hold its annual Engineering and Operations Technical Conference from March 20 to March 23 in Memphis, Tenn. The conference is designed for public power technical experts, utility directors, city managers, utility management and operations professionals. FMEA Legislative Rally
The Florida Municipal Electric Association (FMEA) will hold its annual Legislative Rally on March 28 and March 29 in Tallahassee. The rally is an opportune time for local officials to communicate with state legislators on electric utility issues. The 2011 Legislative Session begins this Tuesday, March 8. The last day of the regular session, if the Legislature completes its work in 60 days, is May 6.
