LAST WEEK
Turkey Point Units 6 and 7 Update
Florida Power & Light met Friday with Florida municipal electric utilities interested in participating in the company’s proposed Turkey Point nuclear units 6 & 7. Participating in the meeting were representatives from FMPA, Homestead, JEA, Ocala, OUC and Seminole Electric Cooperative. FPL said they are in the licensing and permitting phase of the project and responding to requests for additional information from various agencies, including the Nuclear Regulatory Commission (see story in Industry News section.) The company is currently planning to bring the units online in 2022 or 2023. FPL said they have not determined how much capacity from the units they will need or if any additional capacity will be available for partners. Contact: Michele Jackson

Duke Energy and Progress Energy File Updated Settlement Agreement in N.C.
Duke Energy and Progress Energy have entered into a supplemental merger settlement agreement that was filed last Tuesday with the North Carolina Utilities Commission (NCUC). The agreement is subject to approval by the NCUC after action by the Federal Energy Regulatory Commission (FERC) on various merger-related filings. The filing is a supplement to a previous settlement agreement filed last September. It addresses state regulatory issues raised by the market power mitigation proposal filed with FERC on March 26, as well as clarifying provisions included in the previous settlement agreement. To date, Duke and Progress have received merger-related approvals from, or met the requirements of, the U.S. Department of Justice under the Hart-Scott-Rodino Act, Nuclear Regulatory Commission, Kentucky Public Service Commission, and the shareholders of both companies. Duke and Progress have requested that FERC issue its orders on the mitigation plan, Joint Dispatch Agreement and Joint Open Access Transmission Tariff by June 8. The companies hope to close the merger by July 1.
NRC Says FPL Must Revise Application for New Nuclear Units
Florida Power & Light (FPL) must make substantial modifications to its application for licenses to build and operate two 1,100-MW nuclear units at its Turkey Point plant before the Nuclear Regulatory Commission (NRC) can complete its review, the agency said in a March 4 letter to FPL. The NRC said FPL must revise the method it used to evaluate alteate sites in the application. In addition, FPL’s responses to NRC questions about geology, seismology and geotechnical engineering were either unclear, incomplete, or based on conclusions that are not supported by the references provided, and must be resubmitted. The NRC said it cannot continue to review those areas of the application without the revised information and a schedule for completing the overall review cannot be issued until the modifications are made. FPL is pursuing a combined construction and operating license for the new units, but it is taking a step-by-step approach to developing the project and has not committed to a construction schedule, the company said in a filing with state regulators in April. The units would not begin commercial operations before 2022 and 2023, respectively, the company told the Florida Public Service Commission.
Florida Electric Utilities Prepared for 2012 Hurricane Season
With the 2012 Atlantic hurricane season starting June 1, Florida’s electric companies said last Wednesday that they are ready to deal with the punishing winds, downed lines and challenging restoration efforts that a storm could bring. The companies have enjoyed relative calm since 2004 and 2005 when eight hurricanes slammed into the state. But officials told the Florida Public Service Commission during a hurricane preparedness workshop last week that they have continued system hardening efforts, such as inspecting and replacing poles, upgrading communications and conducting hurricane-preparedness drills. Officials also said their companies have started using social media, such as Facebook and Twitter, to help provide updated restoration information to customers. The hurricane forecast as of April 4 predicts 10 named storms and 4 hurricanes forming between June 1 and Nov. 30, according to researchers at Colorado State University.
