Audit and Risk Oversight Committee
FMPA’s Audit and Risk Oversight Committee met last Thursday to discuss informational items including: 1) the status of the fiscal 2011 management letter comments, 2) the audit of fiscal 2010 and fiscal 2011 billings for Stanton, Stanton II and Indian River Units A through D, 3) a fuels market update, and 4) risk management policy reviews. Board of Directors

ARP Executive Committee
The ARP Executive Committee met last Thursday to discuss informational items including: 1) the 2012 ARP Load Forecast, 2) the status of swap modifications, 3) Cane Island Unit 4 surplus funds, and 4) the status of Federal Energy Regulatory Commission Order 1000 on regional planning and cost allocation. Winter Park Joins FMPA
The city of Winter Park joined FMPA last Thursday, making Florida’s newest municipal electric utility the 31st member of the Agency. Winter Park voted in 2003 to create its own municipal utility and began serving customers in June 2005. The city has purchased services from FMPA but was not able to become a member due to a provision in state law. Florida Gov. Rick Scott signed into law effective July 1 an act related to intergovemental cooperation that includes a provision updating a date in existing law that allowed Winter Park to join the Agency. The Winter Park City Commission approved joining FMPA at its Aug. 13 meeting, and FMPA’s Board of Director approved the membership last Thursday. Contact: Nick Guarriello
OUC Joins Distribution Reliability Program
The Orlando Utilities Commission recently joined FMPA’s Distribution Reliability Program, becoming the 25th participant. The program collects reliability data monthly from municipal utilities. Participating utilities submit data and receive a monthly report that enables them to compare their performance with other utilities. All-Requirements Project August Load Statistics
The All-Requirements Project’s peak for August was 1,193 MW, which occurred Aug. 15 between 3 p.m. and 4 p.m. The project’s load factor for August was 68%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 92% of the budgeted peak, and energy was 92% of the budget. Member City Visits
Bud Boudreaux and Mark McCain travel to Moore Haven and Clewiston on Wednesday for member city visits. On Thursday, Bud and Mark travel to Fort Pierce and Lake Worth.
Excellence as a Supervisor Training
FMPA hosts Excellence as a Supervisor training on Wednesday and Thursday in the Board room. Participants will discuss: 1) strategies to enhance critical thinking, 2) finding creative solutions to everyday problems, 3) stress management, and 4) time management. This program is provided in partnership with Electric Cities of Georgia. The program will be offered again in 2013. Program and registration information is available on the Member Portal. ARP Telephonic Rate Workshop
The ARP Executive Committee meets Friday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets, FST and liquidity, 2) an overview of August operations, loads, costs and rate calculations, and 3) estimated rates for September through November. COMING UP
CR3 Participants’ Annual Meeting
The Crystal River Unit 3 (CR3) participants’ annual meeting is Sept. 19 at 10 a.m. in the plant’s Emergency Operations Facility, which is located in the plant’s training facility. Discussion topics will include status updates on the Progress Energy-Duke Energy merger and repairs to CR3. Contact Don Taylor by Sept. 12 to participate.
