St. Lucie Project Entitlements 

Florida Power & Light recently provided FMPA with new capacity ratings for St. Lucie Unit 2 following completion of the uprate projects. The Contract Compliance Department calculated new power entitlements for the St. Lucie Project participants based on net seasonal capability ratings pursuant to the Nuclear Reliability Exchange Agreement. The new entitlements, which include power uprates at St. Lucie Units 1 and 2, will be reflected in the participants’ May invoices. Contact: Rich Popp

 


Duke Energy Interchange Cost Factor Filing

FMPA recently filed a protest with the Federal Energy Regulatory Commission asserting that Duke Energy had included unjustifiable costs in its Interchange filing. Duke has concluded that the costs should be removed and submitted an amendment to the filing. FMPA’s protest also raises the issue of the reasonableness of Duke’s retu on equity, which affects both interchange and transmission rates. Contact: Michele Jackson

 


Business Planning and Budget Committee

FMPA’s Business Planning and Budget Committee met last Thursday and finalized work on the proposed fiscal 2014 budgets. The Committee approved and recommended the Agency and All-Requirements Project budgets to the ARP Executive Committee for final approval. The Committee also approved and recommended the other power supply project budgets and the Agency allocation to the Board of Directors for final approval. All upcoming scheduled Budget Committee meetings have been cancelled as they are no longer necessary. Contact: Mark Larson

Member City Visits

Bud Boudreaux travels to Starke on Monday for a member city visit with Operations Manager Marc Oody and Policy Makers Liaisons Committee Chairman Scott Roberts. On Tuesday, Bud travels to Green Cove Springs to meet with City Manager Danielle Judd and Electric Utility Director Mark Schultz. On Wednesday, Bud travels to Wauchula to meet with City Manager Terry Atchley. Their meeting originally scheduled for last Wednesday was rescheduled due to inclement weather.

 

Vero Beach Entitlements

Representatives from FMPA meet Wednesday in Orlando with representatives from Vero Beach and Florida Power & Light (FPL) to discuss the proposed sale of Vero Electric to FPL. Contact: Fred Bryant

House Panel Approves Coal Ash Bill

The House Energy and Commerce Subcommittee on the Environment and the Economy approved legislation last Monday that would remove the option for the Environmental Protection Agency (EPA) to regulate coal combustion residuals as a hazardous waste. The bill (H.R. 2218) would also establish requirements for the management and disposal of coal combustion residuals. The bill would provide states with the option of establishing coal ash permit programs that meet the specific standards set out in the bill or allow EPA to administer a permit program for the state. If EPA determines that a state’s program falls short of the minimum standards in the bill, the agency could implement a permit program for the state. The bill allows a state that corrects a deficiency noted by EPA to take back its own permit program. The full Energy and Commerce Committee is expected to consider the bill later this month.
