Wells Fargo Line of Credit
FMPA closed last Thursday on a $65 million line of credit with Wells Fargo. The line of credit is for the All-Requirements Project and was approved by the ARP Executive Committee in October. The line of credit with Wells Fargo is valid until Dec. 5, 2015. Contact: Mark Larson
Treasure Coast Energy Center
Treasure Coast Energy Center Unit 1 came back online last Tuesday after undergoing a scheduled maintenance outage. The unit was taken offline Nov. 30 for plant staff to conduct a compressor wash and adjust unit relay settings. Contact: David Schumann
All-Requirements Project November Load Statistics
The All-Requirements Project’s peak for November was 907 MW, which occurred Nov. 1 between 3 p.m. and 4 p.m. The project’s load factor for November was 66%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 108% of the budgeted peak, and energy was 101% of the budget. ARP Telephonic Rate Workshop
The ARP Executive Committee meets Monday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of November operations, loads, costs and rate calculations, and 3) estimated rates for December through February. Member City Visits
Nick Guarriello, Fred Bryant and Bud Boudreaux travel to Ocala on Tuesday to meet with new City Council members Jim Hilty and Brent Malever. On Friday, Nick and Fred travel to Fort Pierce to meet with the Fort Pierce Utilities Authority Board of Directors.

The Florida Municipal Electric Association’s Board of Directors meets Thursday at 8 a.m. at FMPA’s Orlando offices. Contact: Barry Moline
Audit and Risk Oversight Committee
FMPA’s Audit and Risk Oversight Committee meets Thursday at 9 a.m. in the Board room to discuss the approval of the risk inventory update. The Committee will also discuss information items, including: 1) fiscal 2013 generation performance report, 2) fuels market update, 3) risk management policy reviews, and 4) St. Lucie audit report. Board of Directors
The Board of Directors meets Thursday in the Board room at 10 a.m. or immediately following the Audit and Risk Oversight Committee meeting. The Board will discuss: 1) approval of the Agency’s strategic plan, 2) approval of the St. Lucie audit report for calendar years 2011 and 2012, and 3) approval of the transmission service reliability agreement between FMPA and Lake Worth. COMING UP
Excellence as a Supervisor
The first module of Excellence as a Supervisor is scheduled for Jan. 28 and Jan. 29 at FMPA’s Orlando office. This training program is available to FMPA members as part of the alliance between FMPA and Electric Cities of Georgia (ECG). The training is designed to provide supervisors or prospective supervisors with the skills necessary to be effective leaders. ECG has re-examined program costs and found ways to reduce the registration fee for this highly acclaimed program. Registration information is available on the Member Portal. Contact: Sharon Smeenk

PSC Approves FPL Rate Increase in 2014
The Florida Public Service Commission approved a request by Florida Power & Light (FPL) that will increase electric bills of FPL residential customers nearly 5% in 2014. Effective Jan. 1, residential customers using 1,000 kWh per month will pay $100.01, a $4.90 increase from the current $95.11 charge. FPL said the primary reason for the rate increase is higher fuel costs. The rate change also includes a $1.14 base rate increase to pay for the completed uprate project at FPL’s Turkey Point 4 nuclear unit.
PSC Approves Gulf Power Rate Increase
The Florida Public Service Commission (PSC) has approved a settlement agreement that will increase electric rates for Gulf Power customers to help pay for upgrades to the utility’s power grid system. The company plans to build and replace power lines and infrastructure during the next three years, as well as add new transmission lines and equipment to comply with federal environmental regulations. In January, residential customers using 1,000 kWh per month will pay $132, a $4.06 increase. A second increase will happen in 2015 and raise monthly bills an additional $2.42 to $134.42, the highest in Gulf Power’s history. Originally, the company filed a request that would have increased power costs by $10.93 per month at the end of 2015. After recent negotiations with major Florida-based consumer advocacy groups, Gulf Power asked the PSC to approve the adjusted rates.
