FMPP Clearinghouse Pricing Working Group
Core members of the Florida Municipal Power Pool’s (FMPP) Clearinghouse Pricing Working Group (CHPWG) met last Friday to discuss issues with the billing system used by FMPP. Discussion topics included: 1) impact of East available transmission constraints on billings, 2) adjustments to lost opportunity calculations, and 3) cost monitoring and other billing issues. The core group will present in March its final joint recommendations to the Working Group for recommendation to FMPP’s Operating Committee. Contact: Steve Ruppel

2013 Annual Report

FMPA’s fiscal 2013 Annual Report will be printed Monday. It was originally scheduled to be printed last Tuesday in Atlanta, Ga., but was delayed due to the winter storm. Auditors at OUC

FMPA’s Contract Compliance Auditors visit Orlando Utilities Commission (OUC) this week to begin auditing fiscal 2012 and fiscal 2013 billings for Stanton, Stanton II and Indian River Units A through D. The auditors plan to be in the field for four weeks. Contact: Liyuan Woeer

 

ARP Executive Committee

The All-Requirements Project Executive Committee meets Thursday in the Board room at 9 a.m. to discuss information items including: 1) annual debt report, 2) hedging program update, 3) selection of an exteal auditor for fiscal 2014, 4) updates to excluded resources demand credits, and 5) hedge portfolio position update. Member Relations Survey
Friday is the deadline to participate in FMPA’s biennial Board of Directors Member Relations Survey. The survey is part of the Board’s strategic plan, so every member is encouraged to participate. A link to the seven-question online survey was emailed to Board of Directors representatives on Feb. 7 by Nick Guarriello. Results of the survey will be shared with members and staff in April. 2014 Load Forecast
The All-Requirements Project’s (ARP) 2014 Load Forecast is being developed with assistance from Leidos (formerly SAIC or R.W. Beck). The first draft is ready for distribution to ARP participants for their review. Three cases are being distributed: the Base Case, Mild Weather Case and the Low Economic Recovery Case. Meter Technician Conference Call

A steering committee of representatives from FMPA’s member cities will meet Feb. 24 at 2 p.m. via conference call to discuss the creation of a meter technician certification program. Contact: Sharon Smeenk

 

Substation Training and Consulting Services

FMPA will host an information session Feb. 27 at 10 a.m. at Beaches Energy Services to discuss opportunities for substation training and consulting services. Beaches Energy Services will discuss its new training programs. Participants can discuss opportunities to benefit from the work that has been completed and possibly collaborate on future efforts. Distribution Reliability Roundtable


FMPA will host a Distribution Reliability Measurement Roundtable on March 5 at 10 a.m. in the Board room. The roundtable provides a forum for participants to discuss topics including: reporting process, definitions and interpretations, best practices and more. FMEA Legislative Rally

With the threat of potential legislation affecting municipal utilities, FMPA members are encouraged to attend the Florida Municipal Electric Association’s (FMEA) Legislative Rally. Participants will meet March 31 and April 1 in Tallahassee to discuss electric industry issues with state legislators. The framework will allow organizations—regardless of size, degree of cyber risk or cybersecurity sophistication—to apply the principles and best practices of risk management for improving the security and resilience of critical infrastructure, NIST said. Organizations can use the framework to determine their current level of cybersecurity, set goals for cybersecurity that are in sync with their business environment, and establish a plan for improving or maintaining their cybersecurity. The three main elements described in the document are the framework core, tiers and profiles. The core presents five functions—identify, protect, detect, respond and recover—that, taken together, allow any organization to understand and shape its cybersecurity program. The tiers describe the degree to which an organization’s cybersecurity risk management meets goals set out in the framework and range from informal, reactive responses to agile and risk-informed measures, the institute said.
