St. Lucie Project Credit Rating

Moody’s Investors Service affirmed the credit rating for FMPA’s St. Lucie Project. The rating agency issued an A2 rating and indicated the rating outlook is stable. According to Moody’s analysis, this rating reflects the credit quality of the project participants, as well as the sound legal security and the underlying economics and performance record of the project. Highly Protected Risk Designation

Cane Island Power Park and the Treasure Coast Energy Center eaed the Highly Protected Risk (HPR) designation from FM Global, FMPA’s property insurance provider. The plants eaed this designation because FMPA has put in place all possible tools and processes to reduce its exposure to loss and manage risk. Companies and organizations with a HPR designation typically receive lower premium rates. Contact: Rich Popp

 

Policy Makers Liaison Committee

FMPA’s Policy Makers Liaisons Committee met last Wednesday at the Stanton Energy Center for its quarterly meeting and to tour the Stanton Energy Center. Board of Directors

FMPA’s Board of Directors met last Thursday and approved: 1) a contract with Harper Limbach, LLC to serve as construction manager for FMPA’s heating, ventilation and air conditioning system renovation, 2) selection of Purvis Gray & Company as FMPA’s exteal auditor for fiscal 2014 through fiscal 2016, and 3) appointment of a Nominating Committee. Nominating Committee

The Board of Directors appointed members to the Nominating Committee last Thursday for the purpose of recommending a slate of officers for 2014-2015. The Board re-appointed Howard McKinnon from Town of Havana, Charles Revell from Mount Dora and Matt Brower from Ocala to the Committee. In accordance with the Agency’s By-Laws, the Nominating Committee is composed of three directors: one representing small utilities, one representing medium-sized utilities, and one representing large utilities based on electric sales. ARP Executive Committee

The All-Requirements Project (ARP) Executive Committee met last Thursday and approved: 1) selection of Purvis Gray & Company as FMPA’s exteal auditor for fiscal 2014 through fiscal 2016, and 2) renewing the ARP Conservation Program and funding level for fiscal 2015. Cane Island Unit 3

Cane Island Unit 3 was taken offline last Saturday for a scheduled maintenance outage. Unit 3 is scheduled to come back online May 5. Contact: David Schumann

Excellence as a Supervisor

FMPA hosts the first module of Excellence as a Supervisor Series II on Tuesday and Wednesday at FMPA’s Orlando office. This training program is available to FMPA members as part of the alliance between FMPA and Electric Cities of Georgia (ECG). The training is designed to provide supervisors or prospective supervisors with the skills necessary to be effective leaders. The program is open to utility and city employees. Business Planning and Budget Committee

FMPA’s Business Planning and Budget Committee meets Thursday at 9 a.m. in the Board room for its first review of the Agency’s proposed fiscal 2015 budget. The full agenda package is available on the Member Portal. Contact: Mark Larson

2014 FMEA-FMPA Annual Conference

Registration is now open for the 2014 FMEA-FMPA Annual Conference scheduled for July 15 through July 18 at the Ritz Carlton in Naples, Fla. The conference kicks off July 15 with preconference seminars and a welcome reception. The following days feature general and breakout sessions on a variety of industry topics. Customer Connections Conference

FMPA is co-hosting the American Public Power Association’s (APPA) Customer Connections Conference scheduled for Oct. 26 through Oct. 29 at the Hyatt Regency Jacksonville Riverfront. This national conference coming to the Sunshine State is a great opportunity for Florida’s utility professionals in the areas of 1) customer service, 2) economic development, 3) energy services, 4) key accounts, and 5) public communications to participate in a quality conference focused on public power topics. Federal Appeals Court Upholds MATS Rule

A federal appeals court last Tuesday rejected challenges to the Environmental Protection Agency’s (EPA) standard for emissions of mercury and other air toxics from fossil fuel-fired power plants. The U.S. Court of Appeals for the District of Columbia Circuit upheld EPA’s finding that the MATS rule was appropriate and necessary. The court also said that EPA did not have to grant public power utilities a one-year extension. The three-judge panel stated industry petitioners did not show—and likely could not show—that an extension is necessary for the installation of controls at every public power utility. EPA’s data indicated that most units will be able to fully comply within the three-year period.
