Nominating Committee
FMPA’s Nominating Committee announced its recommendations for Board of Directors officers for 2015-2016. The Committee nominated Bill Conrad, Newberry, as Chairman, Barbara Quinones, Homestead, as Vice-Chair, Larry Matte, Kissimmee, as Treasurer and Lynne Tejeda, Key West, as Secretary. Each officer is willing to serve if elected. The vote will take place July 24 at the annual meeting in Palm Beach, Fla. Nominations for Board officers also can be accepted from the floor during this meeting. Contact: Nick Guarriello
Cane Island Unit 4
Cane Island Unit 4 came back online June 21 after completing a maintenance outage to repair the steam turbine generator collector. Contact: David Schumann

3 Phase Times
FMPA’s Power Resources Division published the May 2015 edition of 3 Phase Times. This monthly report provides information about the All-Requirements Project’s (ARP) system peak, hourly loads, resource fuel mix, natural gas usage, natural gas pricing and more performance information. The report shows that in May natural gas represented 89.4% of the ARP’s total resource fuel mix, an increase of 9.1% from April. Total energy sales to meet ARP load and other sales was 2.1% lower than the short-term forecast. For more information, download 3 Phase Times from the Member Portal. Contact: Frank Gaffney
Management Consulting RFQ
The deadline was extended to Tuesday for responses to FMPA’s Request for Qualifications (RFQ) for an independent management consultant related to the Auditor General’s audit. Consultants have been asked to provide analysis and recommendations on fuel hedging (Audit Finding No. 1) and the All-Requirements Project contract termination provisions (Audit Finding No. 14), specifically defining the terms “additional benefits and “excess amounts as it relates to the withdrawal payment calculation. The Executive Committee is scheduled to interview respondents on July 30. Contact: Nick Guarriello

House Passes Bill to Allow Courts to Review Clean Power Plan
The U.S. House of Representatives passed a bill last Wednesday that would allow for judicial review of any final rule by the Environmental Protection Agency (EPA) to regulate carbon dioxide emissions from existing power plants under Section 111(d) of the Clean Air Act before the rule could take effect. The bill (H.R. 2042) also would provide protection if the goveor of a state determines that implementation of a state or federal plan under any final rule would have significant adverse effects on the state’s ratepayers or the reliability of its electric system. The bill will now be referred to the Senate Environment & Public Works Committee, which plans to propose a similar bill (S. 1324) in July.
