October All-Requirements Project Rates
The average billed demand and energy cost for FMPA’s All-Requirements Project in October was $61.32 per megawatt hour, which was 11% above the budgeted cost. This was largely driven by energy sales that were 6% below budget due to mild weather. The average natural gas cost of $3.07 per MMBtu was 19% above the budgeted value. The average all-in rate of $69.33 per megawatt hour was the lowest monthly rate since July 2021. The agenda package from the ARP Rate Workshop is available on the Portal. Contact: Jason Wolfe

Successful EP2 Autostart
Stock Island recently experienced a successful autostart of the EP2 emergency diesel generator. The generator, which supplies station service power, prevented an outage after a disruption of the power lines along US-1.

GridEx VII
FMPA participated in GridEx VII last Tuesday as an observer. GridEx is the largest grid security exercise in North America and hosted biennially by the North American Electric Reliability Corporation’s (NERC) Electricity Information Sharing and Analysis Center (E-ISAC). GridEx gives E-ISAC member and partner organizations a forum in which to practice how they would respond to and recover from coordinated cyber and physical security threats and incidents. Finance Committee Meeting
The Finance Committee met last Wednesday. They approved three action items, including the 2021-2022 St. Lucie audit report, the Appendix C investment policy and the 2024 calendar year meeting schedule. It also heard information items, including a review of the risk policy compliance report, the operational audit report, the pooled loan amendment and the status of the preliminary 2023 fiscal year budget. Board of Directors Meeting
The Board of Directors met last Thursday. The Board approved the acceptance of the 2021-2022 St. Lucie audit and heard an information item about the closing memo for the Agency pooled loan. Review the full agenda package here. Contact: Jacob Williams

ARP Executive Committee Meeting
The ARP Executive Committee met last Thursday. The committee heard information items about the integrated resource plan (IRP) Phase 3 findings and the capacity contracts rollover. Read the agenda package here. Contact: Jacob Williams

NERC Request
FMPA received a Section 800 Reliability Assessment Request. This reliability assessment is being conducted pursuant to sections 804 and 808.3 of NERC’s Rules of Procedure (ROP) to assess the risks to reliability that can exist when remote access is permitted to facilities or systems that are used to manage the United States bulk power system (BPS), particularly if the remote access originates from outside the United States. The assessment applies to entities registered for one or more of the following functions: Generation Owners (GOs), Generation Operators (GOPs), Transmission Owners (TOs) and Transmission Operators (TOPs). Data will be gathered via an online tool that is available to Primary Compliance Contacts (PCCs), and the deadline for submissions is Jan. 12, 2024. Contact: LaKenya VanNorman

Substation Roundtable
Beaches Energy Services will hold a substation roundtable next Thursday and Friday. The roundtable provides a forum for substation related crews to exchange ideas on operating practices, safety, training, tools and equipment, and other common issues. Contact: Lindsay Jack

Thanksgiving Holiday
FMPA’s offices will be closed Thursday and Friday in observance of Thanksgiving. Have a safe and happy holiday.

December Board Meeting Reminder
FMPA will have a professional photographer on site during next month’s Board of Directors meeting on Dec. 14. The photographer will be available to take updated headshots of all Board members and FMPA staff, and they will also be taking new group photos of FMPA’s officers.
