Sand Lake Energy Center Acquisition
FMPA officially took ownership of an Orlando-area, natural gas combined cycle generation plant last Thursday. The facility, newly named Sand Lake Energy Center, is immediately available and ready for dispatch within the Florida Municipal Power Pool. It will supply 120 MW of electricity to 13 Florida communities. Learn more here.

2023 Annual Report
FMPA’s 2023 annual report titled “For the Record” is with the printer and will be mailed shortly to members of FMPA’s governing boards and member committees, local elected officials, industry partners and other interested parties. This year’s book explores the Agency’s record-setting year and going on the record to advocate for public power, and it includes insights from Board members from Green Cove Springs and JEA. FERC Leadership Changes
President Joe Biden announced Willie L. Phillips, Jr., as chair of the Federal Energy Regulatory Commission (FERC) earlier this month. Phillips has served as a FERC commissioner since November 2021 and has served as acting chair since January 2023. FERC Commissioner Allison Clements also announced she will not seek a second term as commissioner.

January All-Requirements Project Rates
The average billed demand and energy cost for FMPA’s All-Requirements Project in January was $79.33 per megawatt hour, which was slightly above the budgeted cost. Participant energy sales were 4% below budget and external sales were 7% above budget.  Despite a brief mid-month spike in spot gas prices, overall mild winter weather in the northern U.S. and high storage levels have caused a sharp decline in the gas market, with the forward curve dropping 20% from the prior month.  The agenda package from the ARP Rate Workshop is available on the Portal. Board of Directors Meeting
The Board of Directors met last Thursday and heard multiple information items. Items included the annual debt report, Member Services Advisory Committee (MSAC) approvals one read, the member services leased employee agreement, an update on the retail rate strategies and an update on the Stanton Energy Center process. The ARP Executive Committee met last Thursday to hear multiple information items. Annual FMPP Seminar
FMPP and OUC will host the 2024 FMPP Seminar tomorrow at the Pines of Windermere. The event provides the opportunity to meet with others across the Pool membership and functional teams, and this year’s event will include a panel discussion with insights from GE, OUC Emerging Technologies and Origis Energy. 2024 Florida Lineman Competition
FMPA is proud to be a Gold Sponsor for the 2024 Florida Lineman Competition. The annual event allows lineworkers from all over the region to demonstrate their skills and knowledge of their craft. Refurbish, Repair, & Disposal of Transformers Bid
FMPA’s Joint Purchase Project is preparing to issue a new refurbish, repair and disposal of transformers bid.  This is a collaborative initiative to help us acquire better pricing and value-added services.  The initial term will be for three years with two one-year extensions. FMPA’s Joint Purchase Project is preparing to issue a new utility debris removal bid. This is a collaborative initiative to help us acquire better pricing and value-added services. The initial term will be for three years with two one-year extensions, and the bid will comply with FEMA requirements. Joint Purchase Project Bids
FMPA’s Joint Purchase Project is preparing to issue a new single phase padmount transformers bid and a new overhead transformers bid. These collaborative initiatives help to acquire better pricing and value-added services on these units. The initial term will be for 5 years with one-year extensions, and these bids will comply with the FEMA requirements.
