Whistling Duck Solar Energy Center Completion
FMPA, participating municipal electric utilities, and Origis Energy announced the completion of Whistling Duck Solar Energy Center, completing Phase II of the Florida Municipal Solar Project. Located in Levy County near Williston, Florida, the project supports FMPA’s participation in affordable solar energy generation for its member utilities and supplies nearly 75 MWac of solar electricity. The site began commercial operation at the end of December.

December All-Requirements Rate
The average billed demand and energy cost for FMPA’s All-Requirements Project in December was $92/MWh, approximately 4% above budget. The all-in rate increased by $3/MWh compared to prior month projections, driven by lower sales and a reduced cash balance. Participant energy sales were 2.6% below budget, primarily due to milder weather. December sales margins totaled approximately $2.2 million. The Rate Protection Account balance was fully depleted due to drop in curve. Member Services Advisory Committee Meeting
The Member Services Advisory Committee met last Wednesday to hear several information items, including updates on the Member Services goals, AI tools and the upcoming workshop, the text deployment system, and the Agency’s trainings and workshops for the year. Other information items included an overview of the Agency’s transmission planning services and a discussion about reliability measurements and exclusions. Policy Makers Liaisons Committee Meeting
The Policy Makers Liaisons Committee met last Wednesday. It heard information items about permitting reform, administrative actions, power market dynamics, and current federal legislative happenings. The agenda package is available via the Portal. Contact: Susan Schumann

Finance Committee Meeting
The Finance Committee met last Wednesday and approved the audited financial statements, the FY 2026 risk inventory, the fuel management risk management policy update, and changes to the procurement policy documentation. The Committee also heard information items about the planned use of the ARP line of credit and FY 2027 budget concepts. It also heard a review of the annual insurance report and the annual IT update. Board of Directors Meeting
The Board of Directors met last Thursday and approved the audited financial statements and an extension of the PFM contract. The Board also heard information items, including a presentation about member services by WPPI CEO Mike Peters, an update on the Florida Municipal Solar Project, and an introduction to Mulberry Energy Center. Executive Committee Meeting

Training Registration Deadlines
Registration closes Thursday for the first two courses in the Certified Power Supervisor Program. The series kicks off next Tuesday Bridging the Generation Gap, then continues with Fundamental Supervisory Skills on Thursday and Friday. Courses may be taken in pursuit of this certification or completed as standalone training opportunities. Training closes Friday for the Project Management Professional (PMP) training at Fort Pierce Utility Authority at the end of February. The early deadline is to allow the appropriate time to order course materials and to allow participants to complete the required pre-training work.
