ARP Executive Committee
FMPA’s ARP Executive Committee met last Thursday and approved action items, including: 1) renewal of the ARP conservation program and its fiscal 2011 budget, 2) development of a travel expense reimbursement policy for members to attend FMPA Executive Committee meetings, committee meetings and select conferences, and 3) notice of termination of Fort Meade’s St. Lucie capacity and energy sales contract to All-Requirements and the addition of St. Lucie as an excluded resource for Fort Meade. The Committee approved a motion to maintain the past practices when running generating units out of economics but asked staff to continue monitoring the situation. The Committee also directed staff to schedule a meeting between the Executive Committee and the Lake Worth City Commission to discuss payments for natural gas transportation.
Nominating Committee
FMPA’s Nominating Committee met last Thursday to discuss officer nominations for 2010-2011. Nominations will be announced in June. Contact: Sue Utley
Member Relations Survey
FMPA announced the results of the 2010 Member Relations Survey last week. The Member Relations Survey has been conducted since 2000 to provide an objective way of measuring member-staff relations over time, and the survey was approved by members as a Strategic Plan action item. The survey measures the member-staff relationship through a set of six relationships indicators and asks open-ended questions to solicit suggestions for improvement. The complete report can be downloaded from the Member Portal. Results of the survey are described in an Executive Summary, beginning on page six of the report, and suggested actions for FMPA management are listed on pages eight and nine. Cane Island Tour
The ARP Business Model Working Group visited Cane Island Power Park last Wednesday to tour the facility and view construction progress on Unit 4. The tour was well attended by members. Photos of the event can be viewed on the Member Portal.
Integra-T User Group
FMPA’s Treasury Department is establishing a users group for municipal utilities using Integra-T, a treasury software program. The users group will be a forum to discuss user issues, as well as an opportunity to jointly approach the software developer for support and enhancements to the program. Orlando Utilities Commission and JEA have expressed interest in joining the group. Other utilities interested in joining should contact Janet Davis.
Member City Visits
Bud Boudreaux visited Bushnell and Williston last Tuesday and Friday. Bud will visit Starke on Wednesday and Wauchula and Bartow on Thursday.
Accounting Procedure Documentation
FMPA’s Accounting Department has begun documenting the Department’s procedures. Documentation will be an ongoing process to record the collective knowledge of the Department and lay a foundation for analyzing key controls. Contact: Rick Minch

AEGIS Visits Cane Island
Rich Popp and KUA’s Jay Butters meet Tuesday with builder’s risk insurance provider AEGIS for the first of three scheduled visits at Cane Island Unit 4.

Member Portal Spotlight: Three Phase Times
FMPA’s Power Resources Division published the latest issue of Three Phase Times last week on the Member Portal. It includes information on the All-Requirements Project’s (ARP) system peak, hourly load comparisons, resource fuel mix, natural gas usage by resource, Cane Island Unit 4 project milestones and budget, natural gas market pricing and other performance information for ARP. All-Requirements Project Load

COMING UP
ARP Rate Workshop
The Executive Committee meets June 8 via conference call at 2 p.m. for the monthly All-Requirements Project rate workshop. The workshop agenda includes: 1) an update on natural gas markets and liquidity, 2) an update on pool operations, 3) an overview of May loads, costs and rate calculations, and 4) estimated rates for July through August. Contractor Safety Management Workshop
FMPA hosts a Contractor Safety Management workshop June 16 from 10 a.m. to 3 p.m. at FMPA. David Casavant of the Workplace Safety Awareness Council will teach participants about an easy-to-implement system for protecting organizations that hire contract workers. The system is based on best practices in the risk management and safety industries. The registration fee is $125 per person, and lunch will be provided.
