LAST WEEK

 

Board of Directors
FMPA’s Board of Directors met last Thursday for a special-called meeting and unanimously accepted Citi’s offer to discount the  sale of St. Lucie and Stanton II auction rate securities back to the St. Lucie and Stanton II projects. A confirming vote of FMPA’s Board will be held at a special called meeting on April 28, the same day as the next Executive Committee meeting. Upon final approval, the purchase must occur by June 30, 2011. Contact: Mark Larson

 

Finance Meeting

FMPA’s Treasury Department met with representatives from JP Morgan last Thursday to discuss a revolving credit agreement. Both parties are on schedule to establish a line of credit for the All-Requirements Project by April 15. Contact: Janet Davis

 

Peer Review

Mark McCain and Mike Siefert travelled to a member city last Friday to present a draft Peer Review report. FMPA’s Peer Review program allows municipal electric utilities to request an independent review of its policies, procedures and practices in specific functional areas. Reviews are conducted by subject-matter experts from municipal systems around Florida. Special thanks to Peer Review Steering Committee members Byron Knibbs and Tom Richards for their time and expertise. FMPA also involved Cheryl Anderson from the Florida Municipal Electric Association in this Peer Review.

 

Ten-Year Site Plan

FMPA’s Power Supply and Planning Department recently filed the Agency’s Ten-Year Site Plan with the Florida Public Service Commission. The Plan describes FMPA’s estimated power generating needs for the next 10 years and identifies the location and type of any proposed near-term generation capacity and transmission additions. The 2011-2020 Ten-Year Site Plan is available on FMPA’s Member Portal.

All-Requirements 101
Nick Guarriello, Tom Reedy, Mark McCain
and Jim Atz travel to Ocala on Tuesday to present All-Requirements 101. Nearly 50 people are expected to attend, including a City Council member, utility staff, utility advisory committee members, as well as staff from Ocala’s and FMPA’s independent auditors, Purvis and Gray.

 

Nuclear Nonoperating Owners Group Conference

FMPA and Orlando Utilities Commission host the 2011 Nuclear Nonoperating Owners Group conference this Tuesday through Friday in Orlando. More than 50 attendees from across the nation will tour the Orlando Mitsubishi generation repair facility and get a behind-the-scenes peek at Universal Studios’ operations. The conference features guest speakers, including Nuclear Regulatory Commission Commissioner William Ostendorff, as well as representatives from the Nuclear Energy Institute and the Institute of Nuclear Power Operations. Lineman’s Roundtable
FMPA holds its semi-annual Lineman’s Roundtable Thursday at 10 a.m. in Leesburg. The roundtable provides a forum for line crews to exchange ideas on operating practices, safety, training, tools and equipment. Contact: Sharon Samuels

 

Business Planning and Budget Committee
FMPA’s Business Planning and Budget Committee meets Friday at 9:30 a.m. in the Board room to review the Agency’s proposed fiscal 2012 budget. Contact: Mark Larson

 

ARP Quarterly Conservation Program Reminder

All-Requirements Project members are reminded to submit quarterly reports documenting Conservation Program efforts between Jan. 1 and March 31. Reports are due Friday. Contact: Sharon Smeenk

 

Member City Visit

Bud Boudreaux is scheduled to visit Jacksonville Beach this week for a member city visit.

Safety Training Steering Committee
FMPA hosts a Safety Training Steering Committee meeting April 21 at 10 a.m. in the Board room to discuss the safety program, as well as other services and training opportunities through FMPA’s new alliance with Electric Cities of Georgia. Contact: Mike Siefert

 

Audit and Risk Oversight Committee Cancelled

FMPA’s Audit and Risk Oversight Committee meeting originally scheduled for April 27 has been cancelled. The Committee’s next scheduled meeting is May 25. Contact: Rich Popp

House Passes Measure to Stop EPA from Regulating Greenhouse Gases

The House of Representatives approved legislation last week that would block the Environmental Protection Agency (EPA) from regulating greenhouse gases under the Clean Air Act. The American Public Power Association supports the legislation, but the White House has said it would veto the bill. The House bill, called the Energy Tax Prevention Act, would amend the Clean Air Act to state that greenhouse gases do not fall under the definition of an “air pollutant and that greenhouse gas emissions do not threaten public health. Efforts to provide legislative direction to EPA are likely to continue. Republican leaders indicated they want to attach similar amendments to a hotly debated budget bill on Capitol Hill this week.

 

Public Power Utilities Offering More Services to Help Customers

The American Public Power Association’s 2010 survey on customer service policies indicates that publicly owned electric utilities are increasingly offering services to help their customers. Approximately 250 member utilities responded to the survey, which reports more utilities are accepting alteate forms of payment, providing services through the inteet and offering low-income assistance programs. The survey found that: 1) 65% of respondents accept credit card payments for residential customers, up from 48% in 2006, 2) 31% of respondents provide inteet access to account information, up from 24%, and 3) 54% of respondents have low-income weatherization programs, up from 18%.
