Ten-Year Site Plan
FMPA’s Power Supply and Planning Department filed the Agency’s Ten-Year Site Plan last week with the Florida Public Service Commission. The Plan, which is updated annually in April, describes FMPA’s estimated power generating needs for the next 10 years and identifies the location and type of any proposed near-term generation capacity and transmission additions. FMPA will continue to monitor resource requirements and cost-effective resource alteatives for the ARP through its integrated resource planning process. Contact: Michele Jackson
FMEA Legislative Rally
Mark McCain attended the Florida Municipal Electric Association’s (FMEA) 2011 Legislative Rally last week in Tallahassee. The Florida Legislature is halfway through its regular 60-day session, and to this point, there are three primary bills being monitored by municipal electric utilities: 1) a utility worker assault bill that adds utility workers to the list of persons against whom an assault or battery requires an enhanced penalty, 2) a property tax exemption bill for renewable energy devices installed on residential properties, and 3) an energy policy bill focused on investor-owned utilities and the Florida Energy and Climate Commission.
Net Metering Report
FMPA filed a net metering report with the Public Service Commission (PSC) last Thursday on behalf of All-Requirements Project members. All municipal electric utilities are required to file a report with the PSC by April 1 containing certain net metering data. Based on information provided by member cities, the number of solar photovoltaic net metering installations increased 102% in the previous year. Contact: Ann Beckwith

FMPA’s Board of Directors meets Tuesday via conference call at 9 a.m. for a special-called meeting to discuss the discounted sale of St. Lucie auction rate securities back to the St. Lucie Project. Contact: Sue Utley
ARP Telephonic Rate Workshop
The ARP Executive Committee meets Thursday via conference call at 2 p.m. for the monthly All-Requirements Project rate workshop. The workshop agenda includes: 1) an update on natural gas markets and liquidity, 2) an overview of March loads, costs and rate calculations, and 3) estimated rates for April through June. All-Requirements Project Load
The All-Requirements Project’s peak for the month of March was 813 MW, which occurred March 27 between 5 p.m. and 6 p.m. Load factor is a measurement that compares the ratio of actual energy (MWh) used during a particular time period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization. The load factor for the All-Requirements Project for the month of March was 71%. The month’s peak was 89% of the budgeted peak, and energy was 95% of budget. A graph showing the All-Requirements Project hourly load for the month of March is available on the Member Portal. COMING UP
Nuclear Nonoperating Owners Group Conference
FMPA and Orlando Utilities Commission will host the 2011 Nuclear Nonoperating Owners Group conference April 12 to April 15 in Orlando. Attendees will tour the Orlando Mitsubishi generation repair facility and get a behind-the-scenes peek at Universal Studios’ operations. This year’s conference features first-class presentations by industry leaders, regulators and peers. Registration is $350 for the conference and $50 for the pre-conference tours. A block of rooms at the Embassy Suites Jamaican Court has been reserved at a rate of $129 per night for single or double occupancy. For more information, contact Steve Ruppel.
Lineman’s Roundtable
FMPA will hold its semi-annual Lineman’s Roundtable on April 14 at 10 a.m. in Leesburg. The roundtable provides a forum for line crews to exchange ideas on operating practices, safety, training, tools and equipment. Contact: Sharon Samuels
ARP Quarterly Conservation Program Reminder
All-Requirements Project members are reminded to submit quarterly reports to document ARP Conservation Program efforts between Jan. 1 and March 31. Reports are due April 15. Contact: Sharon Smeenk
Safety Training Steering Committee
FMPA hosts a Safety Training Steering Committee meeting April 21 at 9 a.m. in the Board room to discuss training opportunities through FMPA’s new alliance with Electric Cities of Georgia. Contact: Mike Siefert
Executive Committee OATT Workshop
Save the Date: The All-Requirements Project Executive Committee hosts a workshop May 10 in the Board room at 10 a.m. to review and discuss the open access transmission tariff, member agreements and cost and revenue stream. Energy Auditors Roundtable
FMPA’s semi-annual Energy Auditors Roundtable will be held May 19 at 10 a.m. in Lake Worth. The roundtable provides a forum to discuss work procedures and policies, industry changes, equipment and other topics of interest. Contact: Sharon Samuels

Santee Cooper, OUC Sign Letter of Intent for Share of Planned Nuclear Plant
Santee Cooper and Orlando Utilities Commission (OUC) signed a letter of intent last week to negotiate a power purchase agreement for a portion of the planned nuclear reactors at the V.C. Summer Nuclear Generating Station in South Carolina. The letter of intent with OUC is for 5% to 10% of the capacity and output from Santee Cooper’s ownership interest in the two 1,100 MW units. Santee Cooper currently owns 45% of the V.C. Summer expansion, while South Carolina Electric and Gas owns 55%. The letter of intent also includes an option for OUC’s future acquisition of a portion of Santee Cooper’s ownership interest.
