Maximo Workshop
FMPA hosted a workshop last week to discuss Maximo, the enterprise asset management system used by its power plants. A representative from Maximo met with FMPA staff and plant personnel from Cane Island Power Park, Stock Island Generating Facility and Treasure Coast Energy Center to discuss work order processes. Cane Island 3
Cane Island Unit 3 was taken offline last Friday for a scheduled maintenance outage. Representatives from General Electric were on-site to perform a borescope inspection of the combustion turbine and to take samples of the catalyst that removes emission pollutants. The unit is scheduled to be brought online Monday. Contact: David Schumann

Transmission Access Policy Study Group
Frank Gaffney and members of the Transmission Access Policy Study Group will be in Washington, D.C., on Monday through Wednesday to meet with Federal Energy Regulatory Commission (FERC) staff, FERC commissioners and Congressional staff. Discussion topics will include: 1) FERC order 1000, 2) cybersecurity legislation, 3) the progress of North American Electric Reliability Corporation reliability standards and more.
Debt Restructuring
FMPA is scheduled to close Wednesday on the sale of $136 million of St. Lucie and Stanton II bonds. FMPA’s Board of Directors approved the refinancing at its August meeting to secure an economical interest rate and to reduce basis risk and interest rate risk. FMPA will purchase and retire $62.5 million in St. Lucie Series 2000 and 2002 auction rate securities. FMPA will also purchase and retire $23.9 million in Stanton II Series 2000 and 2002 auction rate securities, refund $52 million in Stanton II Series 2002 bonds and issue $8.2 million of new money for Stanton II. As part of the refinancing, FMPA has offered to buy back a portion of its St. Lucie Project and Stanton II project auction-rate securities at a proposed discount from Morgan Stanley. FMPA’s Finance Committee plans to discuss the tender offer further in the coming weeks. Contact: Mark Larson

Human Resources Roundtable
FMPA will host a Human Resources Roundtable on Sept. 19 at 10 a.m. in the Board room. The roundtable provides a forum for participants to discuss topics, such as benefits, recruiting, employee retention, training, policies and more. FMEA Utility Education Days
The 2012 Florida Municipal Electric Association (FMEA) Utility Education and Trade Show Days are scheduled for Oct. 18 and Oct. 19 at the Hilton University of Florida Conference Center in Gainesville. The event brings together professionals from the energy industry for top-notch speakers and a review of the latest in utility products and services. Topics include customer service, safety and training, transmission and distribution, and lineworker skills. The hotel registration deadline is Sept. 17. PSC to Hold Nuclear Cost Recovery Hearing Beginning Monday
The Florida Public Service Commission (PSC) will conduct a hearing beginning Monday to discuss petitions filed by Florida Power & Light and Progress Energy Florida to recover the costs of nuclear power plant projects under the Nuclear Cost Recovery Clause. FPL is requesting $151.5 to upgrade existing facilities at its St. Lucie plant and add two new reactors to its Turkey Point plant. The amount would increase the monthly bill of a residential customer using 1,000 kWh by $1.65. The PSC deferred Progress’ request for $9 million to repair the closed Crystal Unit nuclear plant. The company has yet to decide whether to complete the repairs or decommission the plant and it has an unresolved insurance claim pending. During the hearing, information will be examined conceing FPL and Progress’ activities and cost of siting, licensing and constructing enhancements to their current and new nuclear facilities. The hearing will also include information conceing the determination of costs eligible for recovery during 2013. The hearing is scheduled to continue through Thursday, and the commission is scheduled to vote on the cost recovery amounts Nov. 20.
KUA to Decommission Hansel Power Plant
Kissimmee Utility Authority’s Roy E. Hansel Generating Station will be taken offline permanently at midnight on Sept. 30, drawing to a close a significant chapter in Kissimmee’s history. The KUA Board of Directors recently approved the decommissioning of the 50 MW plant because it was no longer economical to operate. The plant and supporting equipment will be demolished and the property retued to the city for future development. KUA will hold open houses on Sept. 11 and Sept 25 from 6p.m. to 8 p.m. for guests to tour the power plant, visit the control room and autograph the generator.
