Board of Directors
The Board of Directors met via conference call last Wednesday for a special-called meeting and approved: 1) Amendment 5 to the General Manager and CEO’s employment contract, and 2) a strategic planning session to be held between Sept. 15, 2013, and Oct. 31, 2013. Oxidation Catalyst Project
DN Higgins recently installed oxidation catalysts on Medium Speed Diesel Units 1 and 2 at the Stock Island Generating Facility in Key West. FMPA awarded an engineering, procurement and construction contract for the project in January in order to meet the Environmental Protection Agency’s new hazardous air pollutants emission requirements for reciprocating inteal combustion engines. Environmental testing on the units is scheduled for the week of March 18. Contact: David Schumann
Combustion Turbine Repair
FMPA recently issued a purchase order to Electrical Equipment Upgrading (EEU) to inspect and repair Combustion Turbine Unit 1 at the Stock Island Generating Facility in Key West. The unit was damaged when a bus bar conductor and a breaker bued in an electrical fire caused by a short circuit. EEU specializes in this type of repair and will be on site March 11 and March 12. FMPA expects the repair to be complete by May 1. Contact: David Schumann

APPA Legislative Rally
Nick Guarriello, Fred Bryant, Mark McCain and representatives from 15 Florida municipal electric utilities are in Washington, D.C., Monday through Wednesday to attend the American Public Power Association’s (APPA) Legislative Rally. While in the nation’s capital, they will meet with Senate and House members and staff to discuss federal legislative issues related to electric utilities. This year’s top legislative priorities include tax-exempt financing, cyber security, EPA regulations and captive rail. A copy of the Federal Legislative Issue Book is available on the Member Portal. Member City Visit
Bud Boudreaux travels to Starke on Wednesday for a member city visit with City Operations Manager Marc Oody and Policy Maker Liaisons Committee Chairman Scott Roberts. On Friday, Bud travels to Lake Worth to meet with Assistant Utilities Director Clay Lindstrom.

Enterprise Risk Management Strategies Workshop
The Florida Municipal Electric Association (FMEA) will host an Enterprise Risk Management Strategies Workshop on March 20 at FMPA’s Orlando office. The seminar will provide a foundation in enterprise risk management and tools to evaluate the risks that, if left unaddressed, could threaten an organization’s success. Discussion topics will include managing operational risk, labor risk, technology project risk and financial resources. The cost is $50. Visit FMEA’s http://publicpower.com/>website; to register.

ARP Executive Committee Workshop
The ARP Executive Committee will host a workshop on March 21 in the Board room at noon or immediately following the ARP Executive Committee meeting to discuss Taylor interest rate swaps. Florida’s Legislative Session Begins
Florida’s 2013 legislative session began last Tuesday with more than 900 bills filed. Several of the proposed laws, if passed, could impact municipal electric utilities. The most significant to municipalities are House Bill 733 and Senate Bill 1620. Rep. Debbie Mayfield, R-Vero Beach, introduced Senate” rel=”nofollow”>http://www.flsenate.gov/Session/Bill/2013/1620>Senate Bill 1620 that requires municipalities wanting to provide any utility services outside of its city limits to only do so with consent from the affected county commission. Both bills have been referred to four committees for hearings. The Florida Municipal Electric Association opposes both bills, saying they would impose unnecessary new regulations that would result in millions of dollars in utility rate increases for nearly all Floridians and businesses. The 60-day regular Legislative Session is scheduled to conclude May 3.
