Electronic Payment and Billing Services
FMPA has developed a pricing agreement for FMPA members with Payment Service Network (PSN) for electronic payment and billing services. PSN offers the ability to consolidate multiple payment types, such as credit card, check, and cash, from multiple payment methods, including online, mobile, phone, in-person and mail. PSN can integrate with most software to provide automatic posting of payments and daily balances. The city of Winter Park recently issued a Request for Proposals for these services and selected PSN. PSN has agreed to offer the same pricing to other FMPA members. Contact: Sharon Samuels
Florida Municipal Power Pool 25th Anniversary
The Florida Municipal Power Pool celebrated its 25th anniversary last Monday. The Pool includes the power-generating resources of FMPA, Lakeland Electric and Orlando Utilities Commission. The utilities share their fleet of power plants, power purchase contracts and transmission lines to economically and reliably produce electricity. This arrangement helps reduce costs, maximize efficiency and support reliability for all Pool members and their customers.

ARP Telephonic Rate Workshop
The ARP Executive Committee meets Tuesday at 2 p.m. via conference call for the monthly All-Requirements Project rate workshop. The agenda includes: 1) an update on natural gas markets, FST and liquidity, 2) an overview of June operations, loads, costs and rate calculations, and 3) estimated rates for July through September. Member City Visit
Bud Boudreaux travels to Starke on Wednesday for a member city visit with Operations Manager Marc Oody and Policy Makers Liaisons Committee Chairman Scott Roberts.
ARP Conservation Program Quarterly Reports
All-Requirements Project (ARP) members are reminded to submit quarterly reports by July 15 documenting energy conservation efforts between April 1 and June 30. The quarterly report form is available on the Member Portal. If you have no activity to report, please contact Sharon Smeenk and let her know.

EPA Sends Revised Emissions Rule for Review
The Environmental Protection Agency (EPA) asked the Office of Management and Budget (OMB) last Monday to review a proposed rule to limit greenhouse gas emissions from new power plants. No details on the revised proposal were released. OMB’s Office of Information and Regulatory Affairs has 90 days to review the rule and can extend its review; however, an extension is unlikely because President Barack Obama, in a June 25 memorandum, directed EPA to propose an update to its proposed New Source Performance Standard by Sept. 20. As for existing generating units, the president set a deadline of June 1, 2014, for EPA to propose standards, regulations or guidelines, as appropriate, for existing, reconstructed and modified plants. The memo directed the agency to issue final rules or guidelines for existing plants by June 1, 2015.
FPL Files Request with PSC to Recover Environmental Project Costs
Florida Power & Light (FPL) recently filed a request with the Florida Public Service Commission to recover $822 million for power plant upgrades to comply with federal clean-air standards. The upgrades would help FPL meet new federal emissions standard for nitrogen dioxide, which would affect peaking generating units. The filing says the project would include installing efficient combustion turbines at plants in Fort Lauderdale and Fort Myers. FPL spokesman Erik Hofmeyer said the company is asking for less than 10 cents a month for the average customer as soon as 2014.
Customer-Owned Renewable Energy Continues to Grow in Florida
The number of consumer-owned renewable generation systems in Florida has increased every year since 2008, according to electric utility reports filed last week with the Florida Public Service Commission (PSC). Customer-owned renewable energy grew 33% last year with 5,296 systems, up from 3,994 in 2011. Statewide, electric generation capacity from these systems reached 43,805 kW, up from 29,259 kW in 2011. This growth includes increases among municipal utilities’ customers. Municipal electric utilities reported 793 systems last year, up from 615 in 2011. The electric generation capacity of those systems reached 7,036 kW, up from 5,005 kW in 2011. Solar photovoltaic panels continue to be the most popular renewable choice with 5,274 customer-owned systems in Florida. In addition, 28 customers have wind turbines and one has an anaerobic digester, which uses methane- and carbon dioxide-producing microorganisms to produce fuel for electric generation.
