Auditor General Releases Final Audit Report
The Florida Auditor General released its final report last Thursday on FMPA’s operational audit. The Auditor General had previously released its preliminary and tentative version of the audit report in January. Over the past two months, the Auditor General requested additional information from FMPA and made some revisions to its preliminary report. In FMPA’s response to the final report, the Agency expressed conces over comparability of the sample size and the methodology used by the Auditor General and its third-party consultant to determine common industry practice. FMPA Board Chairman Bill Conrad said in a prepared statement, “FMPA has already done much to address issues raised, and every recommendation in the audit will be addressed in the coming months. Before the Auditor General released its preliminary and tentative report, the Agency discontinued certain expenses and FMPA’s Executive Committee decided to hire a management consulting firm to help address some of the more complex topics. Additionally, FMPA changed some of its policies prior to the audit, including a dramatic adjustment to its previous fuel hedging policy.

Ten-Year Site Plan
FMPA’s Planning Department is finalizing the All-Requirements Project’s (ARP) Ten-Year Site Plan and will submit it on Wednesday to the Florida Public Service Commission. The plan describes the ARP’s estimated power generating needs for the next 10 years and identifies the location and type of proposed long-term generation capacity and transmission additions. Net Metering Report
FMPA’s Planning Department is collecting net metering data to submit to the Florida Service Commission on behalf of All-Requirements Project members. The report details the energy use of solar net-metered accounts for each city. All municipal electric utilities are required to file a report with the PSC by April 1. Contact: Michele Jackson

FMEA Legislative Rally
Fred Bryant, Jody Finklea and Mark McCain attend the Florida Municipal Electric Association’s Legislative Rally on Monday and Tuesday in Tallahassee. Participants will meet with state legislators to discuss the most important electric issues in their communities.

Nation’s Power Grid Security Subject of Recent News Stories
The nation’s power grid and its security was the subject of recent national news stories. USA Today and more than 10 Gannett newspapers and TV stations across the country reviewed govement records, federal energy data and surveys of more than 50 electric utilities. FPL Seeks New Generation as Demand Grows
Florida Power & Light (FPL) issued a request for proposals (RFP) for 1,052 MW of new generating capacity to come online in mid-2019. FPL projects its customer base to increase to 5 million in 2019, a level it had projected to reach last year. FPL said in January it believes gas-fired generation would be the most efficient source of new generating capacity. However, the RFP does not limit fuel sources. FPL said responses would be reviewed and compared with its self-build proposal for a 1,600 MW combined-cycle natural gas plant in Okeechobee County. FPL said it would not consider buying an existing or new power plant, which regulators found to be the lowest-cost option for Duke Energy Florida in a recent request. FPL plans to decide by late-July.
