Joint Legislative Auditing Committee
Bill Conrad, Howard McKinnon, Nick Guarriello, Fred Bryant, Mark McCain and Jody Finklea attended a meeting of the Joint Legislative Auditing Committee (JLAC) last Monday in Tallahassee. Committee Chair, Senator Abruzzo, requested FMPA’s attendance at the meeting where the Committee would continue its discussion of the Auditor General’s audit of FMPA. The Auditor General’s Office provided a recap of the audit findings. FMPA provided an update of corrective actions that have been taken or are planned to address the findings and answered questions from JLAC members. The meeting went well. FMPA reiterated its commitment to continue providing voluntary updates every 60 days until all audit findings have been addressed, and the Committee was satisfied with that follow-up plan. Public Power Week
Municipal electric utilities across the nation celebrated Public Power Week last week. The Kissimmee Utility Authority (KUA) sponsored a Latin music festival. Many municipal utilities posted messages and public power-themed images on social media including Fort Pierce Utilities Authority (FPUA), Gainesville Regional Utilities, Keys Energy Services (KEYS), KUA, Lakeland Electric and Ocala. KEYS also had a lineman dress up as Captain Public Power for a local American Cancer Society Relay for Life event. FPUA and Lakeland both received proclamations from their city govements. APPA Legal Seminar
Jody Finklea, Dan O’Hagan and Amanda Swindle are in Key West today through Wednesday attending the American Public Power Association’s Legal Seminar. The national seminar is designed for public power attoeys—both in-house and outside counsel—to lea about current legal and regulatory issues affecting municipal utilities, as well as practical legal issues that impact public power. On Wednesday, Jody and Amanda will present the ethics portion of the seminar in a presentation titled: Technologically Sound Practices: Avoiding Ethical Issues in an Electronic World.
FCG Environmental Committee Meeting
Amy Deese, Trent Lewis and Susan Schumann are in Crystal River, Fla., on Monday and Tuesday attending the Florida Electric Power Coordinating Group (FCG) Environmental Committee annual conference and meeting. The committee monitors, analyzes and advocates for regulations and policies of state and federal environmental regulatory agencies.
Substation Training
FMPA hosts substation training on Wednesday and Thursday at Orlando Utilities Commission’s Pershing Avenue facility. This is the second session of a four-part, two-day training series that focuses on substation safety, inspection, testing, maintenance and protection. This session will discuss substation inspection and testing basics. Participants may attend the entire series or individual sessions. Contact: Sharon Smeenk

COMING UP
Energy Auditors Roundtable
FMPA will host an Energy Auditors Roundtable on Nov. 12 at 10 a.m. at the Publix Dairy Facility in Lakeland. This semi-annual roundtable provides a forum for participants to discuss topics such as work procedures, policies and practices, industry changes, equipment and materials, and other topics of interest. Purchasing Roundtable
FMPA will host a Purchasing Roundtable on Dec. 10 at 10 a.m. in FMPA’s Orlando office. Moeller to Leave FERC at End of October
Federal Energy Regulatory Commissioner Philip Moeller announced last Tuesday that he will step down at the end of October. Moeller said in May that he would retire at the end of his term this summer, or whenever the Senate confirmed his successor. President George W. Bush nominated Moeller to FERC in 2006, and President Obama re-nominated him in 2010. President Obama has yet to nominate a replacement for Moeller, though it has been rumored that Patrick McCormick, senior counsel for the Senate Energy and Natural Resources Committee, would be nominated.
