Vero Beach Meetings
Jacob Williams attended the Vero Beach City Council Meeting last Tuesday and will meet with state Sen. Debbie Mayfield on Monday to provide an update on FMPA’s activities related to the proposed sale of Vero Beach’s electric utility.
Member City Introductory Visits
Mike McCleary, FMPA’s new manager of member services development, traveled to Alachua and Bartow last week to kick off his introductory meetings with FMPA’s member cities. Mike sent an email last Monday to FMPA’s members explaining his goal of setting up meetings with all members to gain firsthand knowledge of each utility. He will visit Starke on Monday.
FMPA Weekly Readership Survey
FMPA’s Public Relations Department launched a survey last Thursday for recipients of FMPA Weekly. The objectives of the survey are to: 1) determine if FMPA Weekly is meeting its goals, 2) determine how frequently the newsletter is read, 3) determine if the current content is meeting the needs of readers, and 4) determine if the current delivery method is the preferred option. All-Requirements Project July Load Statistics
The All-Requirements Project’s non-Contract Rate of Delivery peak for the month of July was 1,205 MW, which occurred July 5 between 3 p.m. and 4 p.m. The project’s load factor for July was 68%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The monthly peak was 105% of the budgeted peak, and energy was 104% of the budget. Compensation Study
A representative from Springsted, the contractor conducting a compensation study for FMPA, will meet with FMPA’s leadership team on Thursday and Friday to discuss preliminary findings. Following the meetings, Springsted will provide a draft report. The final document is scheduled to be complete by September. Contact: Sharon Adams
Homestead Visit
Frank Gaffney and Chris Gowder travel to Homestead on Thursday for a meeting with Director of Electric Utilities Barbara Quiñones.
Substation Training Series
The summer session of FMPA’s Substation Training series will be held Tuesday and Wednesday at 8:30 a.m. in OUC’s Engineering Building in Orlando. The topics for this session are substation print reading and troubleshooting. The sessions are designed to provide participants with in-depth instruction on substation-related topics that are tailored to the specific equipment of the attendee’s utilities, where possible. Due to registration demand, a second session for these topics has been scheduled for Jan. 23 and 24. Registration will be available in the coming months. Contact: Sharon Smeenk

FMPA’s goveing boards will meet Aug. 24 in FMPA’s Orlando office. The Audit and Risk Oversight Committee will meet at 8:30 a.m., followed by the Board of Directors at 9:30 a.m., and the Executive Committee at 10 a.m. Contact: Jacob Williams

South Carolina Goveor Calls for Sale of Santee Cooper, Summer Nuclear Project
South Carolina Gov. Henry McMaster said last Wednesday that investor-owned utilities Duke Energy Corp., Dominion Energy Inc. and Southe Co. could be interested in purchasing Santee Cooper, the state-owned public power utility, or its stake in the recently cancelled V.C. Summer nuclear project. This comes one week after Santee Cooper announced it would stop construction of two 1,117 MW nuclear reactors at the V.C. Summer plant outside of Columbia, S.C. Santee Cooper pulled out of the project due to higher-than-expected construction costs and the bankruptcy of its engineering, procurement and construction contractor, Westinghouse Electric Co. Dominion Energy and Southe Co. have not commented on the goveor’s statement.
Appeals Court Issues Hold on Clean Power Plan
The U.S. Court of Appeals for the District of Columbia Circuit last Tuesday issued a 60-day hold on litigation over the Environmental Protection Agency’s (EPA) Clean Power Plan and ordered the EPA to file status reports with the court every 30 days. The Clean Power Plan, which was finalized in fall 2015, seeks to reduce carbon emissions from power plants. This is the second time the court has placed a 60-day hold on the rule. The court heard arguments on the case in September 2016 but chose to delay a decision. Environmental groups have urged the court to make a decision based on the merits of the litigation rather than hold off on the process for another two months.
Interviews for PSC Seats
The Nominating Committee for Florida Public Service Commission (PSC) will conduct interviews this Thursday for three seats on the commission. Bill Conrad of Newberry and five former lawmakers are among the 14 applicants under consideration. The interviews will be held in a single session in Orlando. After conducting interviews, the Nominating Council will recommend a minimum of six finalists for the seats currently held by Ronald Brise and Art Graham and a minimum of three finalists for the seat formerly held by Jimmy Patronis. Gov. Rick Scott will then make appointments to the seats.
