Hurricane Tabletop Exercise
FMPA mangers met last Monday to discuss observations and recommendations from the hurricane tabletop exercise on June 13. Among the recommendations was to construct a toado shelter at Treasure Coast Energy Center that could withstand a category 4 hurricane. Other action items include improving communication and adding additional satellite phones. Contact: Frank Gaffney
Engineering Services RFQ
A list of qualified firms in rank order for the remaining two service areas of FMPA’s Request for Qualifications (RFQ) – Consulting Engineering of Record was issued last Thursday, marking the completion of the RFQ process. The final two service areas are: 1) substation, transmission and distribution design and related services, and power systems studies, and 2) electric power plant and power systems engineering services and protective relay settings, calculations and modeling. FMPA staff will negotiate master service agreements with the qualified firms—starting with the top ranked firms—for all service areas. Accounting Careers and Awareness Program
Linda Howard, FMPA’s treasurer, volunteered last week for the Accounting Careers and Awareness Program at the University of Central Florida. The summer camp introduces and encourages minority students to consider careers in accounting, finance, economics and management.
All-Requirements Project June Load Statistics
The All-Requirements Project’s non-Contract Rate of Delivery peak for the month of June was 1,166 MW, which occurred June 22 between 3 p.m. and 4 p.m. The project’s load factor for June was 65%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The monthly peak was 101% of the budgeted peak, and energy was 100% of the budget. APPA Policy Makers Council Summer Meeting
Six representatives from Florida will be in Washington, D.C., on Monday through Wednesday for the American Public Power Association’s annual Policy Makers Council (PMC) Summer Meeting. The attendees include Peter Batty from Key West, Reginald Hardee and Grant Lacerte from Kissimmee, Jim Hilty from Ocala, Mike Perri from Fort Pierce, and Edith Yates from Lakeland. While in the nation’s capital, the policy makers will meet with Florida’s senators and representatives to discuss tax-exempt financing, grid security, energy policy, and environmental regulations. FMEA Annual Conference
The Florida Municipal Electric Association’s (FMEA) Annual Conference is Tuesday through Thursday at the Sawgrass Marriott in Ponte Vedra Beach. Pre-Conference Seminar on Operational Support and Distribution Services
FMPA will host a pre-conference seminar on Tuesday at 2 p.m. as part of the Annual Conference in Ponte Vedra Beach to discuss a significant expansion of member services in the areas of operational support and distribution services. Utilities of all sizes can be affected by a workforce shortage and high demand for essential field personnel. The sudden departure of key personnel can be a serious operational problem. In addition, changing customer expectations and new technologies are driving the need for higher levels of service, reliability and outage restoration. Board of Directors
FMPA’s Board of Directors meets Wednesday at 8 a.m. during the Annual Conference at the Sawgrass Marriott in Ponte Vedra Beach. The Board will consider three action items: 1) the Florida Mutual Aid agreement, 2) extension to the St. Lucie Nuclear Reliability Exchange agreement, and 3) recommendation from the Nominating Committee for slate of Board Officers for the 2017-2018 term. Executive Committee
The Executive Committee meets Wednesday at 8:30 a.m. in Ponte Vedra Beach, or immediately following the Board of Directors meeting. The committee will consider three actions item: 1) the post issuance report on the All-Requirements Series 2017A and 2017B bonds, 2) discussion with the City of Vero Beach and Florida Power & Light on sale timeline and coordination, and 3) election of Executive Committee officers. Board and Executive Committee Pictures
FMPA will take photos of FMPA’s primary Board of Directors and Executive Committee members on Wednesday after the goveing board meeting. The pictures will be used in FMPA’s next Annual Report. Excellence as a Supervisor
The first module of FMPA’s Excellence as a Supervisor Training program will be held July 25-26 at FMPA’s Orlando office. The training program is designed to provide supervisors or prospective supervisors with the skills necessary to be effective leaders. The training consists of two series, with three modules each, spread over four months beginning in July and ending in October. Individuals can choose to attend just the first series or the full training. Spill Prevention Plans and Spill Response for Electric Utilities Workshop

This workshop will assist member utilities with developing and implementing an effective SPCC plan. The course will present information on best practices for minimizing risks associated with spills and how to effectively respond if a spill occurs. Contact: Sharon Smeenk

FPL Begins Solar Expansion
Florida Power & Light (FPL) began installing solar panels last Monday at its Blue Cypress Solar Energy Center in Indian River County. This installation is part of one million solar panels being installed by FPL at three plants in Florida’s Treasure Coast region. In addition to the Treasure Coast expansion, FPL plans to construct five other solar energy plants by 2018. Combined, the eight new plants will total more than 2.5 million solar panels with almost 600 MW of capacity. FPL plans to increase its solar footprint to 2,100 MW by 2023, which is enough energy to power more than 420,000 homes.
PSC Approves Bidding Exemption for Modeization of FPL’s Lauderdale Plant
The Florida Public Service Commission (PSC) last Thursday approved Florida Power & Light’s (FPL) request for an exemption to commission rules regarding the proposed modeization of the utility’s power plant in Dania Beach. The exemption will accelerate the regulatory-approval process for a 1,163 MW natural-gas fueled generating plant by waiving the required Request for Proposal process, which is intended to verify the most cost-effective power supply option. FPL still needs other regulatory approvals before beginning construction on the project, including the PSC’s review of the merits and costs of the project through the Determination of Need approval process. The project is estimated to be in service by June 2022.
FPL Achieves Another Milestone for Licensing of New Nuclear Reactors
Florida Power & Light (FPL) passed another milestone last Monday in the licensing process to construct and operate two new nuclear power reactors at its Turkey Point Nuclear Generating Station near Homestead. The Atomic Safety and Licensing Board, an independent board of the Nuclear Regulatory Commission, signed off on the reactors after determining that there is only a small risk of contaminated drinking water as a result of wastewater leaking from the cooling systems connected to the proposed reactors. FPL is seeking a combined license for two Westinghouse Advanced Passive 1000 pressurized-water reactors, designated as Turkey Point Units 6 and 7. A final hearing is possible by the end of 2017, but other factors could delay the process. When or if the new reactors will be constructed remains undecided, according to FPL, but the utility continues to pursue the license in order to have the option to build the units.
