Business Planning and Budget Committee
The Business Planning and Budget Committee met last Wednesday and approved the recommended fiscal 2019 budgets for the Agency fund as well as the St. Lucie, Stanton, Stanton II and Tri-City projects. The full agenda package is available on the Portal. The next Budget Committee meeting is May 30 at 9 a.m. to review the All-Requirements Project’s proposed fiscal 2019 budget. Contact: Rich Popp
Audit and Risk Oversight Committee
The Audit and Risk Oversight Committee met last Thursday and approved: 1) Stanton Units 1 and 2 and Indian River Units A through D audit report for fiscal 2016 and fiscal 2017 billings, and 2) retaining Purvis Gray and Company as FMPA’s exteal auditor for fiscal 2018. Board of Directors
FMPA’s Board of Directors met last Thursday and approved: 1) second reading of Ordinance 18-1, which effectuates a change to the exiting Risk Management Investment Policy, 2) the revised Investment Risk Management Policy, 3) fiscal 2018 budget amendment for the Stanton Project, 4) fiscal 2018 budget amendment for the Stanton II Project, 5) fiscal 2018 budget amendment for the Tri-City Project, and 6) the establishment of a Florida Municipal Solar Project Committee. Executive Committee
The ARP Executive Committee met last Thursday and approved: 1) appointment of Jacob Williams and Richard Montgomery as FMPA representatives to the Public Gas Partners Operating Committees of Gas Supply Pools 1 and 2, 2) the revised Investment Risk Management Policy, and 3) the establishment of an ARP Solar Participants Advisory Committee. Member Services
Sharon Smeenk’s last day as FMPA’s member services manager was last Thursday. While the department is in transition, members may contact Mark McCain, Mike McCleary or Sharon Samuels with any member service needs.
Plant Managers Meeting
Managers from Cane Island Power Park, Stock Island Generating Facility and Treasure Coast Energy Center met with FMPA’s power resources staff in Orlando last week. The group discussed plant safety, recent outages, lessons learned, and sharing of resources for increased reliability and cost savings. Contact: David Schumann
Grant Opportunities
Sharon Samuelsemailed a list of potential grant opportunities last Monday to interested FMPA members. The Member Services Department has a subscription to Grantfinder.com to assist members in identifying potential funding sources. The service was purchased after several members requested assistance with grants and the service options were discussed with the Member Services Advisory Committee. Congratulations to Brandon McCormick, who was promoted last week to Regulatory Compliance Program Manager.

THIS WEEK
Hurricane Tabletop Exercise
FMPA and staff at FMPA’s power plants will participate in a tabletop exercise Monday to assess the preparation, response and restoration plans for a hurricane. During the exercise, staff will discuss a storm scenario and individual roles and responsibilities. Contact: Frank Gaffney
Stock Island Upgrade
Carter Manucy will be in Key West this week to upgrade computers that control Stock Island Units 1, 2 and 3. He will also provide training for power plant operators.
Member City Visits
Chris Gowder and Navid Nowakhtar travel to Homestead on Tuesday to meet with Barbara Quiñones, director of utilities, and William Branch, assistant director. They will discuss load forecasting, power supply and the value of municipal utilities. Jacob Williams will travel to Key West on Wednesday to meet with KEYS General Manager and CEO Lynne Tejeda and staff members at the Stock Island Generating Facility, including new plant manager Joe Weldon.
All-Requirements Project Weekly Load Statistics

COMING UP
Memorial Day Holiday
FMPA’s offices will be closed May 28 in observance of Memorial Day. Have a safe and happy holiday.
Crew Leadership Course
FMPA will host a two-day Crew Leadership Course presented by Northwest Lineman College at FMPA’s Orlando office June 6-7. The training provides crew leaders and general foremen with the knowledge and tools to lead crews efficiently, responsibly and safely. Registration costs $650 per person and breakfast and lunch are included. FMPA will invoice participants for the course. Contact: Sharon Samuels
System Control Roundtable
FMPA will hold a System Control Roundtable on July 11 at 10 a.m. in Lakeland. The roundtable will be an opportunity for operators of power generating units to discuss common issues, share best practices and network with fellow member utilities. The program is targeted to system control personnel who are involved with daily system switching, trouble call dispatch and facilitate crew locations and field activities. There is no cost to attend, and lunch will be provided. Registration is available on FMPA.com. Contact: Mike McCleary
FMEA Annual Conference
Registration is open for the Florida Municipal Electric Association’s (FMEA) Annual Conference scheduled for July 17-19 at The Breakers in West Palm Beach. The conference includes the annual FMPA Board of Directors luncheon and other FMPA governing board meetings.

FPL Agrees to Refund Hurricane Charges
Florida Power & Light (FPL) reached an agreement last week with the Office of Public Counsel to refund $27.7 million to customers that the utility over-collected to cover the cost of recovering from Hurricane Matthew in 2016. The agreement must be approved by the Florida Public Service Commission. If approved, residential customers who use 1,000 kWh a month would receive a one-time bill credit of $3.18.
The Florida Public Service Commission (PSC) began accepting applications last week for two seats on the commission that are scheduled to open in January when the terms of Commissioners Julie Brown and Gary Clark expire. The PSC’s nominating council set a deadline of June 12 for applications. Commissioners on the utility regulatory board are appointed by the govenor and earn $132,036 per year.
