All-Requirements Project April Load Statistics
The All-Requirements Project’s non-Contract Rate of Delivery peak for April was 880 MW, which occurred April 4 between 4 p.m. and 5 p.m. The project’s load factor for April was 69%. Load factor is a ratio of actual energy (MWh) used during the period versus what would have been consumed if demand was at peak for the entire period. A higher load factor indicates more effective system utilization and results in lower average costs. The month’s peak was 96% of the budgeted peak, and energy was 100% of the budget. Lineman’s Roundtable
FMPA hosts a Linemen’s Roundtable on Tuesday at 10 a.m. at Utilities Commission of New Smyrna Beach’s Water Reclamation Facility. The roundtable provides a forum for crews to exchange ideas on operating practices, safety, training, tools and other common issues. The roundtable is open to all levels of utility line crews and any utility staff member who has an interest. Contact: Sharon Smeenk
Business Planning and Budget Committee
The Business Planning and Budget Committee meets Wednesday at 1 p.m. via conference call for its first review of the project budgets and to consider approval and recommendation of the Agency budget to the ARP Executive Committee for final approval. Audit and Risk Oversight Committee
The Audit and Risk Oversight Committee meets Thursday at 8:30 a.m. in the Board room to consider: 1) Stanton Units 1 and 2 and Indian River Units A through D audit report for fiscal 2016 and fiscal 2017 billings, and 2) approval to retain Purvis Gray and Company as FMPA’s exteal auditor for fiscal 2018. Board of Directors
FMPA’s Board of Directors meets Thursday in the Board room at 9 a.m., or immediately following the Audit and Risk Oversight Committee. The Board will consider: 1) second reading of Ordinance 18-1, which would effectuate a change to the exiting Risk Management Investment Policy, 2) the revised Investment Risk Management Policy, 3) fiscal 2018 budget amendment for the Stanton Project, 4) fiscal 2018 budget amendment for the Stanton II Project, 5) fiscal 2018 budget amendment for the Tri-City Project, and 6) the establishment of a Florida Municipal Solar Project Committee. Executive Committee
The ARP Executive Committee meets Thursday in the Board room at 9:30 a.m., or immediately following the Board of Directors. The Committee will consider: 1) appointment of FMPA representatives to the Public Gas Partners Operating Committees of Gas Supply Pools 1 and 2, 2) the revised Investment Risk Management Policy, and 3) the establishment of an ARP Solar Participants Advisory Committee. COMING UP
Meter Tech Roundtable
FMPA’s next Meter Tech Roundtable is scheduled for May 31 at 10 a.m. in Fort Pierce. The roundtable provides a forum for participants to discuss metering topics, such as policies, procedures, equipment, AMI, technology, safety, training, apprentice programs and more. The roundtable is open to anyone with an interest in metering or meter-related topics, including meter techs and meter shop staff. The roundtable is free, and lunch will be provided. Distribution Reliability Roundtable
FMPA will host a Distribution Reliability Roundtable on June 12 in Orlando. The roundtable is an opportunity to review details of the FMPA Distribution Reliability Program as well as discuss reporting procedures and best practices among participating utilities. This year’s roundtable will also include an analysis of historical data, with insights on best practices from member utilities that have maintained or improved their distribution reliability statistics over the years. Registration is free, and lunch will be provided. A webcast will be available for those not able to attend in person. Contact: Sharon Smeenk

PSC Approves Nearly 1.7 GW in New Natural Gas Generation
The Florida Public Service Commission (PSC) last week approved the development of a pair of new natural gas-fired power plants that will add nearly 1,700 MW of generation capacity in the state. The PSC gave approval for Seminole Electric Cooperative to build a 1,122 MW power plant in Putnam County that is expected to come online in December 2022. The second plant, which Seminole will develop with Shady Hills Energy Center, will be a 573 MW natural gas facility in Pasco County. The plant is expected to come online in December 2021, with Seminole purchasing all of the power generated. Both plants will be built on current sites allowing the utilities to use existing transmission and water resource infrastructure.
TECO Receives PSC Approval to Recover Solar Project Costs
Power bills of Tampa Electric Co. (TECO) customers will increase after the Florida Public Service Commission (PSC) last week approved charging customers to recover costs for the first part of a new 600 MW solar project. TECO announced its four-year solar construction plan last fall. The first portion — a 70.3 MW facility in Polk County — is under construction, and construction on a 74.4 MW solar facility in Hillsborough County will begin soon. Beginning in September, a typical TECO residential customer using 1,000 kWh will pay an additional $1.85 per month. TECO officials said the net increase will be closer to $1 because of earlier fuel savings.
