Hurricane Sally
Hurricane Sally made landfall near the Gulf Coast of Alabama and the Florida Panhandle last Wednesday as a Category 2 storm with maximum sustained winds of 100 miles per hour. More than 500,000 customers lost power, with 222,000 of them in Florida. Nearly 100 public power workers from Gainesville, JEA, New Smyrna Beach, Orlando, and Tallahassee responded to help restore power for customers in Foley and Fairhope, Alabama. Thank you to Florida municipal utilities for sending help and Florida Municipal Electric Association for mutual aid coordination efforts.

Williston Power Purchase Agreement
FMPA’s Executive Committee approved a full requirements power purchase agreement (PPA) with the Williston City Council last Thursday. The proposed agreement will supply Williston with approximately 8 MW of capacity and energy from the All-Requirements Project (ARP) for up to seven years. Contact: Chris Gowder

UCF Root Cause Analysis
Ken Rutter and Tobin LaBorde met with the University of Central Florida (UCF) Advanced Materials Processing and Analysis Center (AMPAC) last Tuesday to receive assistance with the root cause analysis on failure items from Stock Island. The analysis will help determine the faults in these items and support FMPA in maintaining the reliability of the plant. Contact: Ken Rutter

Board of Directors
FMPA’s Board of Directors met last Thursday and approved three action items. At this month’s meeting, Jacob Williams presented the proposed management goals for fiscal 2021, which will be considered by the Board in October for approval. Cane Island Unit 3 Planned Outage
Cane Island Unit 3 began its planned fall outage last Saturday. The outage will continue for two weeks until Oct. 3. Contact: David Schumann

Member Relations Survey
FMPA’s 2020 Member Relations Survey has been extended until Sept. 30. The survey was launched last month to understand how well FMPA is delivering on our mission and solicit feedback on our relationship with members. Contact: Melisa Inanc

Stock Island Annual Engineering Inspection
David Schumann and Tobin LaBorde travel to Stock Island on Monday through Wednesday to meet with FM Global for an annual engineering inspection. Each year, FM Global reviews plant documentation and conducts an independent analysis of each plants’ mechanical and electrical conditions. The inspection helps ensure best industry practices are followed by FMPA. Contact: David Schumann

AMI Workshop
FMPA hosts an AMI Workshop on Tuesday at 9 a.m. in FMPA’s Orlando Office. Thirty members from 17 cities are attending the workshop, which will help them explore joint opportunities in AMI. The workshop will discuss potential joint-action options in AMI and identify potential costs, benefits and risks of those options. Thank you to members for sharing input with the FMPA team through a survey in advance of the workshop. Members can join the workshop in person or via Microsoft Teams. IMLA Annual Conference
Linda Howard will participate in a virtual panel discussion on Thursday at 1:45 p.m. at the International Municipal Lawyers Association (IMLA) Annual Conference. The panel will discuss municipal finance issues such as COVID-19 impacts, approaches to mitigating potential liability under federal security laws, and more.

Monthly Technology Calls
The Information Technology (IT) and Operations Technology (OT) teams meet Friday at 1 p.m. for the monthly member call. FMPA team and members will discuss current cybersecurity topics and best practices during the call. Monthly technology calls are available to members every third Friday of the month. Fall Compliance Workshop and Survey
FMPA will host its Compliance Workshop on Sept. 29 – 30 in FMPA’s Orlando Office. In preparation of the workshop, a survey was sent last week asking feedback from members on topics and questions to help guide the discussion. Members are encouraged to complete the survey by Friday. Public Power Cybersecurity Scorecard
Free access to the Public Power Cybersecurity Scorecard will remain available until Sept. 30 for members. FMPA is happy to work with members to complete the 14-question Scorecard before it transitions to a paid service offering at the end of this month. Contact: Carter Manucy

Reliable Public Power Provider
One of FMPA’s strategic priorities is to assist its members with best practices and strategic guidance in operational areas to enhance reliability. One program that is helpful in this area is the American Public Power Association’s Reliability Public Power Provider (RP3) designation. Applications for the RP3 designation close on Sept. 30. The program recognizes public power utilities that demonstrate excellent performance on industry-recognized leading practices in the four disciplines of reliability, safety, workforce development and system improvement. FMPA members are encouraged to visit APPA’s website to apply. Members with questions can reach out to Cairo Vanegas.
