FERC Order 2023
The Federal Energy Regulatory Commission (FERC) issued Order 2023, entitled “Improvements to Generator Interconnection Procedures and Agreements,” on Sept. 6. FERC found the existing pro forma interconnection process insufficient and worsening, so its reforms include increasing pre-queue interconnection information access, implementing a new cluster study process, allocating cluster network upgrade costs, increasing financial commitments and readiness requirements and increasing the speed of the interconnection queue process. August All-Requirements Project Rates
The average billed demand and energy cost for FMPA’s All-Requirements Project (ARP) in August was $65.63 per megawatt hour (MWh), which was 13% below the budgeted cost. The August peak demand of 1,412 megawatts (MW) set a new record for the 13 cities, surpassing the previous record of 1,338 MW set in July. Participant energy sales for August of 677 gigawatt hour (GWh) also set a new record and were 7.4% above budget. Additionally, the average natural gas cost for August of $3.05 per Metric Million British thermal unit (MMBtu) was 37% below the budgeted value. FPL Stated Transmission Rate Filing
Florida Power and Light (FPL) intends to file new Open Access Transmission Tariff (OATT) stated rates with FERC for transmission service that will impact customer rates through 2025. FMPA will be engaged in due diligence review of data provided by FPL in support of the stated rate filing and the associated Return on Equity (ROE) FPL chooses to use in the filing. Substation Training Series
Fourteen participants from six utilities attended the substation training series at Orlando Utilities Commission (OUC) last Tuesday and Wednesday. The session focused on switching and tagging, personal protective grounding and battery systems. Be sure to check FMPA’s events page to learn about similar training opportunities in the future.
Bartow TripSavers Program
FMPA staff recently visited Bartow to assist with programming and deploying their TripSavers devices. For assistance with similar projects, contact Mike McCleary.
New Smyrna Beach Quarterly Call
The treasury department had its quarterly investment call with New Smyrna Beach last Tuesday. FMPA staff reviewed their portfolio allocation, duration strategy and general investment market conditions. If you’re interested in having a similar call with FMPA’s staff, contact Rich Popp.
Board of Directors Meeting
The board of directors met last Thursday. Action items included approving the board’s evaluation of the CEO and general manager and the CLO and general counsel and the IT data center modernization. Information items included reviewing a draft of fiscal year (FY) 2024 goals, discussing the quarterly compliance update and hearing updates about Stanton Energy Center and the solar prepay structure and market. ARP Executive Committee Meeting
The ARP executive committee met last Thursday. The committee heard information items about natural gas/power price stability and expanding the power pool and heard updates about FY23 environmental compliance, new plant integration and the ARP FY23 generation budget.
