FERC Visit
Dan O’Hagan visited the Federal Energy Regulatory Commission (FERC) in Washington, D.C., last Tuesday to discuss transmission issues that are important to FMPA members. The meetings, which took place through the Transmission Access Policy Study Group (TAPS), involved meetings with FERC Commissioner Allison Clements, Commissioner Mark C. Christie, and Chairman Willie L. Phillips’ staff, as well as other FERC staff and FERC reliability staff.
Transportation Fleet Roundtable

Fort Meade GOAB Switch
The City of Fort Meade improved its reliability posture last week with the installation of a remotely-operated gang operated air break (GOAB) switch at the Fort Meade Substation. During the overnight installation, residents experienced a four and a half hour planned outage while Duke Energy installed the switch into the 69 kV line that feeds the substation. The switch allows Duke Energy to isolate a fault on either side of the station so it can be placed back in service.
APPA Customer Connections Conference
Jose Bravo will represent FMPA at the American Public Power Association (APPA) Customer Connections Conference in San Antonio, Texas, this week. He will present in a breakout session titled Understanding AMI: Beyond the Meter.
TAPS Fall Conference
Dan O’Hagan will attend the TAPS fall conference this week in Kansas City, Missouri. He will continue discussing ongoing FERC and North American Electric Reliability Corporation (NERC) issues and attend the TAPS Board of Directors meeting. O’Hagan serves as a director on behalf of FMPA.

December Board Meeting Reminder
FMPA will have a professional photographer on site during next month’s Board of Directors meeting on Dec. 14. The photographer will be available to take updated headshots of all Board members and FMPA staff, and they will also be taking new group photos of FMPA’s officers.
PURPA Deadline Reminder
The deadline for applicable utilities’ completion of two new “shall consider” Public Utility Regulatory Policies Act (PURPA) standards is Wednesday. PURPA applies to all electric utilities with over 500,000 MWh annual retail sales during the 2020 baseline year. The two new standards for consideration include “Demand Response and Demand Flexibility” and “Electric Vehicle Charging Programs.” While your utility is under no obligation to adopt either of these standards, if you are PURPA jurisdictional, you must “consider” them during a public hearing and make a written determination on whether to adopt them. DOE Cybersecurity Training
The U.S. Department of Energy (DOE) is hosting a series of free cybersecurity training events. The events are open to all electrical utilities, and there will be an event in Orlando Nov. 28-30. Registration is open now, and participants can earn continued professional education (CPE) credits for their participation.
